CITY OF NORTH OLMSTED PLANNING COMIVIISSION MIlVUTES - MAY 23, 1995 I. ROLL CALL: Vice Chairmau Manniug called the meeting to order at 7:35 p.m. Present: D. Cameron-Alston, T. Brennan, T. Herbster, R. Koeth, A. Manning, and K O'Rourke. Absent: R. Tallon Also Present: Assistant Law Director Dubelko, Building Commissioner Conway, Assistant City Engineer McDermott, and Clerk of Commissions Oring. II. REVIEW AND CORRECTION OF MINUTES: R. Koeth moved to approve the minutes of May 9, 1995, seconded by K O'Rourke. Roll call on motion: Koeth, O'Rourke, Brennan, Herbster, and Manning, yes. Ms. Cameron-Alston abstained. Motion carried. III. BUII.,DING DEPARTMENT REQUESTS: Vice Chairma.n Mauning advised the audience that the Fortney Weygant proposal had been withdrawn from the agenda since they had changed their location. 1) Castle Pines, to be located on property currently shown at 30338 and 30374 Lorain Road Proposal to construct senior citizen complex with apartments, assisted living units, and a nursing home facility. Heard by board of zoning appeals May 15, 1995. . Heard by architectural review board May 17, 1995. Mr. Coury, developer, and Mr. Kaczmar, architect, presented plans. Mr. Kaczmar explained that the board of zoning appeals had approved the variances that they had requested. During the review by the architectural review board some suggestions had been made about changing plant material, increasing caliper sizes, etc. Their landscape architect has revised the plans to conform with these suggestions and. they have presented information on the materials to be used, site lighting and a trash enclosure location as requested and which the a.r.b. members were to review prior to this meeting. He noted that they have chosen a specific pole light fixture which will ensure that light will not spill onto adjoining property, and similar wall mounted fixtures will be installed on the east and west sides of the bu.ilding and all light will be confined to the immecliate area of the parking stalls which face the building and the sidewalks adjoining these stalls. The 6 feet high, masonry trash enclosure, in a material compatible to the building, will be in the area designated as a service area and will totally enclose the area with gates for access. As requested, they have met with the Catholic Diocese, the LaBlond Housing Group, builders of the adjacent facility, and representatives of St. Clarence Church who advised that they are very amenable to having the cross easements and will draw up the necessary legal instruments immediately to assure that the drive along the east side will have the proper easements. He further advised that since he is the architect for both projects, he can assure the commission that this will be a campus community with connecting walkways, roadways and drives. He presented a preliminary plan showing the placement of the adjacent building with about 60 paved ' parking spaces along with an additiona180 spaces which could possibly be landbanked. In response to
