CITY OF NORTH OLMSTED <br />PLANNING CONIlVIISSION <br />MIIVUTES - SEPTEMBER 12, 1995 <br />I. ROLL CALL: <br />Chairmau Tallon called the meeting to order at 7:30 p.m. <br />Present: D. Cameron Alston, T. Brennan, T. Herbster, R. Koeth, A. Mauning, K. O'Rourke, and R. Tallon. <br />Also Present: Assistant Law Director Dubelko, Building Commissioner Conway, City Engineer <br />Deichmaun, and Clerk of Commissions Oring. <br />U. REVIEW AND CORRECTION OF MINUTES: <br />Mr. Tallon advised that there was a correction in the minutes of July 25, 1995 on page 4,19th line from <br />the top which should read B.Z.A., not B.Z.D. Committee. A. Mauuing moved to approve the minutes of <br />Ju1y 25, 1995 as corrected, seconded by T. Herbster. Roll call on motion: Manning, Herbster, Cameron <br />Alston, Brennan, O'Rourke, and Tallon, yes. Mr. Koeth abstained. <br />III. BUII.,DING DEPARTMENT REQUESTS: <br />1) Great Northern Mall, Property bounded by Brookpark Road, Great Northern and Country Club Blvd. <br />Site improvement plan. Originally approved by plauning commission Ju.ne 12, 1990. <br />Rejected under the minor change format. <br />Mr. Ricks, Mr. Bressler, and Mr. Root, all representing the owner of the Mall , presented the plans. Mr. <br />Ricks explained that this plan was approved in 1990 for a previous owner, but he never completed the mall <br />site work. Their company had requested approval as a minor change for plans that were substantially the <br />same. Since there had been a concern about the proposal, they were present to explain it in detail: the <br />parking configuration will be changed to 70 degree modules, thus adding 235 parking stalls; one access <br />aisle on the south west corner of the property will be reconfigured; planter islands and fire hydrants will <br />have to be relocated; new light poles and bases will be installed but 14 poles will be removed; more <br />fixtures will be added to some poles, thus improving the distribution of light; the parking fields will be <br />resurfaced with normal duty pavement; the access drives, ring road, and cruising lanes will be resurfaced <br />with a heavy duty pavemeut; some new minor signage will be necessary; and new plant material will be <br />installed in planters and entrances, existing trees and ground cover will be maintained wherever possible. <br />Mr. Bressler stated that there was a need for this work for aesthetics and also for safety since there are <br />problems with the existing asphalt and their security audit suggested that the lighting should be improved. <br />They do believe that improving the aesthetics ofthe mall will enhance the entire area especially since it is at <br />the entrance of 1480. He concluded by adding that they are under time constraints because the construction <br />season is coming to an end. Even though the number of poles will be reduced, Mr. Tallon is concerned <br />about the additioual light fixtures and questioned where they would be going. Mr. Bressler clarified that <br />they will be using four arm fiactures and adding 40 fixtures. The poles would be moved away from the right <br />of way and placed within the lot. Mr. Root explained that the original plan was only a half of a foot candle <br />less than their muumum and the poles on Brookpark will be further away from the residential <br />neighborhood. He explained that they had 0.4 foot candles along Brookpark and it goes up to 2.3, but he <br />does not know where it reaches zero foot candles or how much the street lighting on Brookpark Road <br />would contribute to these readings. Mr. Tallon explained that the commission wants zero lot line lighting <br />with no inxerference into the residential areas and suggested that this be done with shielding. Mr. Root <br />noted that their foot candle readings were less than what was approved for Great Northern Plaza. Mr.
