? ' . <br />CITY OF NORTH OLMSTED <br />BOARD OF ZONING APPEALS <br />SPECIAL MEETING <br />MINUTES - MAY 15, 1995 <br />Chairman Gomersall called the meeting to order at 6:00 p.m. <br />Present: M. Boyle, T. Koberna, J. Maloney, W. Purper, and R. Gomersall. <br />Also Present: Mayor Boyle, Building Commissioner Conway and Clerk of Commissions <br />Oring. <br />Chairma.u Gomersall advised that a special meeting had been called to discuss the Castle Pines <br />proposal. This case will be judged on the physical situation peculiar to itsel? so that in no way is a <br />judgment rendered considered to be a general policy judgment affecting properties and like <br />situations elsewhere. <br />1. Castle Pines to be located onpropertv cunently.shown at 30338 and 30374 Lorain Road <br />Request for variance (1123.12). Request variance to h?ve a Sth story in the middle portion two <br />buildings. ALso request a variance for 88 spaces less than required by code. Violation of Ord. 90- <br />125, Secrions 1138.05, 1138.06 and 1161.05. <br />Heard by Plauning Commission May 9, 1995. <br />Will be heard by Architectural Board of Review o May 17, 1995. <br />Chairmau Gomersall called all interested parties before the board. The oath was administered to <br />Mr. Cory, developer, who explained that they are requesting a parldng variance and a variance to <br />have five stories on a section of the building which will be about 250 feet back from the Lorain <br />Road right of way. He noted that there would be no residents adjacent to the property that far <br />back. He clarified that the area beyond that, the assisted living portion, would only be 3 stories high <br />and the nursing home at the rear would be one story. They are proposing a wood on wood fence <br />with arborvitae along the western line for a buffer. He maintained that they need this many units in <br />order to make a successful campus and, based on their other facilities, they only need 154 parking <br />spaces. He advised that they have senior housing in Parma Heights, Berea, Elyria, and two facilities <br />in Brook Park and Florida. These parldng needs would break down to 100 spaces for the <br />apartments; 2 for the assisted living residents; and 39 for employees and visitors to the nursing <br />home. He noted that there are only 50 beds in the nursing home. There will be a total of 153 <br />independent living suites; 50 assisted living units; and 50 nursing home beds. He stated that Faiview <br />Park only requires one space for every two units. Building Commissioner Conway advised that <br />North Olmsted required one space for every suite and one for each employee. Mr. Coury stated <br />that they are providing 100 spaces for the 153 independent living units, and only about 49% of the <br />assisted living suites have drivers. They have no area on their property for additional parking, but <br />there may be some shared parldng with the St. Clarence Senior Complex next door. It was clarified <br />that the 14 spaces shown as landbanked were included in his figures. Mr. Gomersall questioned if <br />there might be room in the front setback, just in case they needed more parking. Mr. Conway <br />advised that senior housing has a larger setback requirement and there might be room for a few <br />cars. 1V6% Kaczmar, the architect, stated that they could plan it that way, but 1VIr. Conway stated <br />that he could not plan it that way, this would be just in case the building failed as senior housing.
