?... ?` , <br />CITY OF NORTH OLMSTED <br />PLANNING COMIVIISSION <br />MINUTES - JUNE 25, 1996 <br />I. ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:45 p.m. <br />Present: T. Brennan, R. Tallon, A. Mauning, T. Herbster, R. Koeth. <br />Absent: D. Cameron-Alston <br />K O'Rourke arrived at 7:50 p.m. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />R. Tallon moved to accept the minutes of June 11, 1996, seconded by R. Koeth and unanunously <br />. approved. III. BUII,DING DEPARTMENT REQLTESTS: <br /> <br />1) Great Northern Dodge, Project number 2, located at 26100 Lorain Road. <br />Proposal to construct new building and revision to site plan and drainage. <br />Properties should be combined. <br />Heard by architectural review board June 19, 1996. <br />Mr. Burke, engineer, addressed planuing commission's requests from the previous meeting. He advised <br />that they will install a board on board fence along a portion of the west side of the property at the end <br />of which they will increase the existing landscaped buffer. Mr. Herbster asked if Great Northern Dodge <br />owns the property where the existing chain link fence is located. Mr. Burke stated they are in the <br />process of surveying the property and will be finished sometime this week. If the fence is on Great <br />Northern Dodge's property it will be removed, and the board on board fence will be installed, and they <br />will tie the neighbors fences into it. If it is on the residents property, they cannot remove it. Mr. Burke <br />clarified that they will remove and replant the trees, per the forester's request. It was explained that <br />plauniug commission had requested that the fence run from the proposed addition north to the edge of <br />the parking lot, at which point the landscaping will start. Mr. Herbster stated that the forester suggested <br />moving the sewer line and removing some paving, for parking, in the back to protect the roots. Mr. <br />Burke responded that, in addition to moving the sewer line, they are going to move the detention to the <br />rear and add some catch basins. He acknowledged that the forester had requested five parking spaces <br />be deleted. It was clarified they have changed the drawings to reflect the topog'raphy and are raising the <br />curb, so any excess water is contained within the pavement area and will eventually flow into the <br />detention system. Mr. Burke believed the only water that will run onto the surrounding properties, will <br />come off the landscaped buffer. Any interested parties were invited to come before the board. Mr. <br />Limpert, resident, asked ifhe could run a drain pipe into the existing recreation center ditch. Mr. Tallon <br />advised that he would have to ask the engineering department. Assistant City Engineer McDermott <br />stated there is a complex drainage problem in the area, and is asking that the approval be contingent <br />upon any plans being submitted to reflect a resolution to the entire problem. Currently, Great Northern <br />Dodge is working on the problem and will submit a plan along with calculations, however, the <br />engineering department, must review the plans and approve them, and Mr. McDermott feels, because <br />of the complexity of the drainage problems an this area, they will have to examine the plans more <br />thoroughly. Building Commissioner Conway stated that, at the bzd meeting, proposal number 1 was <br />approved and they were given approval to start-work on the retention system with the blessings of the <br />engineering department. Mr. McDermott clarified that at this time they do not yet have the plans. Mrs. <br />O'Rourke arrived midway through this proposal.
