CITY OF NORTH OLMSTED <br />PLANNING COMNIISSION <br />MINUTES - JITLY 09, 1996 <br />1. ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:45 p.m. in the committee room since the council <br />chambers were in use. <br />Present: D. Cameron Alston, T. Brennan, T. Herbster, R. Koeth, A. Manning, K O'Rourke, and <br />R. Tallon. <br />Also Present: City Engineer Deichmann, Assistant Building Commissioner Rymarczyk, and Clerk of <br />Commissions Oring. <br />II. REViEW AND CORRECTION OF MINiJTES: <br />R. Tallon moved to approve the minutes of June 25, 1996, secouded by R. Koeth. Roll call on motion: <br />Tallon, Koeth, Brennan, Herbster, Mauuiug, and O'Rourke, yes. Ms. Cameron Alston abstained. Motion <br />carried. <br />III. BUII.,DING DEPARTMENT REQUESTS: <br />1) Harsax Management Co, property located on the south side of Lorain Road, east of North <br />Olmsted Industrial Parkway, permanent parcel number 234-09-003. <br />Proposal to construct two office warehouse buildings iu two phases. <br />Mr. Howe, the architect, presented a rendering of the proposal and explained tliat they planned to build <br />the two office warehouse buildings in two phases on approximately 7 acres of land. The first building <br />wou.ld face Lorain Road aud the second would face the Iudustrial Parkway and they would back up to <br />one another so that the truck maneuvering area would be iu the middle. Parking would be in front of the <br />buildings. They intend to lceep as many trees as possible ou the property. He explaiued that they will be <br />adding evergreens to screen the house beside the building; other plantings! will be added around the <br />property. The brick building will .have glass in front up to 13 feet lugh with a low, two foot wall at <br />grade, with a darker brick above the glass and on the piers aud lighter brick below. Even though this is <br />an office/warehouse building, it will have the appearance of an office building. He does not believe that <br />any variances are required. The truck area will be lighted with wall mounted fixtures on the building <br />which is approximately 20 feet in front and 21 feet in back. As far as they know now, most truck traffic <br />should be during business hours, but since they are not sure who all the tenants will be, they can only <br />estunate this based on their other facility in Middleburg Heiglits. Mr. Bain, their real estate agent, stated <br />that they do not envision any truck terininal tenants for tlus building at all and there should not be any <br />24 hour traffic. The bays are only about 3,000 square foot and most of the doors are smaller, and the <br />bays will be 16 feet high to the joists of the building. Most lights will be on a timer aud will probably be <br />turned off about 11:00 p.m, No retail will be allowed and there are no specific teuants as yet. Mr. <br />Brennan would like the dumpster moved to the east property line since it is close to the house that is <br />almost surrounded by this property and dumpsters are usually emptied early in the morning. T'he drive is <br />about 280 feet from Lorain Road. Mr. Fromeyer, the owner of the house, was advised that the <br />evergreen buffer would be about 20 feet wide. Mr. Fromeyer explained that he has maintained the strip <br />of land between his house and the Industrial Parkway for almost 40 years and also, since his garage is <br />over the lot line by about 4 feet, he wondered if he would be allowed to keep it.
