ROLL CALL: , <br />Vice-Chairman Mazming called the meeting to order at 7:40 p.m. <br />Present: D. Cameron Alston, T. Brennan, T. Herbster, A. 1Vlanning, and K. O'Rourke. <br />Absent: R. Koeth and R. Tallon <br />II. REVIEW AND CORRECTION OF MINUTES: <br />T. Herbster moved to accept the minutes of October 22, 1996 as written, seconded by K O'Rourke, <br />and u.nanimously approved. <br />III. BUII.DING DEPARTMENT REQUESTS: <br />1) La-Z-Boy (Former Long John Silvers and BP Car Wash), 25410 Lorain Road. <br />Revised proposal to construct bu.ilding which will include demolishing the existing Long John Silver's <br />restaurant. <br />Heard by planning commission September 10,1996 <br />Heard by architectural review board September 18, 1996. <br />Heard by board of zoning appeals November 7, 1996. <br />Mr. Stitz, architect, and Mr. Shepherd, representing La-Z-Boy, explained that the only issue left was <br />the access onto Root Road. They have met with the city engineer, who has no problem with it, and <br />they have received a approval for the expanded drive on Lorain Road from the board of zonin.g <br />appeals. He pointed out that the site originally had 4 drives and they will be reducing them to two. He <br />stated that there are two fire plugs across Lorain Road and if the Fire Department had to use those, <br />they would have to stretch their hoses across Lorain, but there is a fire plug directly across from the <br />Root Road drive, which can be used if the Root Road drives remains. The neighbors have seen the <br />plan and have no problem with it since the rear drive and parking are landba.nked and landscaped. <br />There are only two residents present, but they have no problem with the plan. All trucks will come in <br />off Lorain Road and the unloading area is on the east side. He explained the traffic pattem privately to <br />the members and assured Mr. Brennan that trucks would not fit into the Root Road drive. He <br />presented a cut of the fixtures and explained that they will be complying with the architectural review <br />board's recommendations about the ligbting by using a-shoe box-type fixtures with 250 watt metal <br />halide bulbs on 18 foot, anodized bronze poles. These will be forward throw fixtures, and there will be <br />no pole lights in the-rear, only some security lighting over the door. Only the security lights on the <br />building will remain on all night, the pole lights will be on a timer and turned off about mid.night, but <br />that could be changed,until shortly after business hours. Mr. Zergott will have to re-review a revised <br />landscape plan. Mr. Calmer, a neighbor, expressed his appreciation to the architect and La-Z-Boy for <br />considering the concems of the residents and coming up with solutions that were satisfactory to <br />everyone. Mr. Bruehler, a neighbor, agreed that the developers had cooperated with the neighbors. He <br />questioned the access on Root Road, because he believed it would be d.ifficult for fire trucks to turn <br />into the Root Road drive just to stretch the lines across the street. He believed that if there were a fire, <br />Lorain Road would be shut down anyway. He believed that if the commercial address is on Lorain <br />Road, alldrives should be on Lorain Road; not onto a residential street. He pointed out that the <br />commission had not allowed a drive onto Root Road for the adjacent oil change building. Other than <br />that he had no problem with the development. Mr: Brennan doubted if anyone would use the Root <br />Road drive, because the road was so narrow. It was clarified that, if the Root Road access was closed <br />of? the developer would have to install a private hydrant.
