CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MIlN-UTES - DECEMBER 10, 1996 <br />I. ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:40 p.m. Present: T. Breunan, T. Herbster, R. Koeth, K O'Rourke, and R. Tallon. <br />Absent: D. Cameron Alston and A. Manniug. <br />Also Present: Assistant Law Director Dubelko, City Engineer Deichmann, Building <br />Commissioner Conway and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF NIIlNTJTES: <br />R. Tallon moved to approve the minutes of November 26, 1996, seconded by A. Mauuing, and <br />unanimously approved. <br />III. BUII,DING DEPARTMENT REQUESTS: <br />1) Paletta's Auto Trim, 30514 Lorain Road. <br />Proposal to construct addition to building and request for a conditional use permit. <br />Referral to board of zoning appeals is required. <br />Mr. Meyer, contractor representing the owner of the building, explained that they intend to extend the <br />current building 30 foot to the west using the existing east west building line, the depth of the building <br />will be the same, but the new addition will be 1 foot higher. Along with cbnstructing the addition, the <br />existing buildiug will be refurbished. The front of the addition will jut out from the existing foundation <br />in order to blend iuto the existing overhang, since there is to be no overhang on the new portion. The <br />one foot height difference will enable them to create a laiee wall between the two roofs without tearing <br />into the existing roof. The colors shown are not definite as yet, since they are the colors the tenant <br />would like, but the owner would prefer a more natural blending of earth tones. Some of the asphalt <br />parking lot will be removed and a new planter will be installed in front. No new exterior lighting will be <br />added since there are no evening hours. Chairman Tallon would like the fascia on the existing building <br />made the same height as the new fascia. The panel between the garage doors will be the same <br />construction as the exterior walls. Mr. Meyer clarified that they will be relocating the existing aluminu.m <br />and glass doors to the new addition and installing new, matching doors in the old section. Presently the <br />doors open to the west, but with the new proposal all the doors will open to the south. There will be no <br />roof top units. The existing sign will be removed and will not be replaced since most of this business is <br />done by contract with auto outlets, and there is very little retail consumer business. Building <br />Commissioner Conway clarified the building is non-conforming now so a variauce and special permit <br />will be required, not a conditional use permit as stated; and also that this use is not specifically identified <br />as a permitted use, aud he would like it added to the list of permitted uses in the Zoning Code. Mr. <br />Tallon would like the 40 by 7 foot planter area increased since there is a good deal of black top. After <br />some discussion, it was agreed to increase it to 60 by 9 foot, and Mr. Conway will check with the city <br />traffic eugineer to make sure tlus would not hinder the ingress and egress to the bays. <br />R. Tallou moved to approve Paletta's Auto Trim, 30514 Lorain Road, proposal to construct addition to <br />building with the conditions that the proposal will include a planting area franting Lorain Road at the <br />center of the property approximately 60 feet wide and 9 feet deep; the fascia on the existing building <br />will be extended upward to match the fascia on the new addition; the panel between the two doors will <br />be the same type of construction material aud finish as the finish on the new addition.
