Herbster, A. Manning, K. O'Rourke, and R. Tallon. <br />Absent: D. Cameron Alston and R. Koeth. <br />Also Present: Assistant Law Director Dubelko, Building Commissioner Conway, City Engineer <br />Deichmann and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF NIINiJTES: R. Tallou moved to adopt the minutes of February 11, 1997 as submitted, seconded by T. Brennan, and <br />unanimously approved. <br />R. Tallon moved to adopt the minutes of February 25, 1997, seconded by T. Herbster, and unanimously <br />approved. <br />III. BUIILDING DEPARTMENT REQUESTS: <br />1) All Tuue & Lube (Old Ziebart Location), 5242 Porter Road. <br />Request conditional use permit to do auto repair. <br />Continued from pla.uning commission meeting of February 25, 1997. <br />Mr. Fletcher, owner, explained that they had several issues to address. Regarding the parking, he has <br />presented a drawing showing 16 parking spaces, which is an additional 5 spaces. The new drawing <br />shows the location of the waste oil storage tank on the north side of the buildiug. Assistant Building <br />Commissioner Rymarczyk advised that the 8 spaces aloug the side of the building do not comply with <br />code, they would have to be re-lined. However, they only need 12 parking spaces on the outside of the <br />building since they will be given credit for the four spaces in the bays and the spaces can be reconfigured <br />to conform to code. Mr. Fletcher agreed to do that. He has submitted MFDS sheets on the hazardous <br />materials for the Fire Department to review and presented information on the recovery of the waste oil <br />by First Recovery, the company who will be handling the removal of waste oil and he believed that met <br />the requirements. Mr. Breunan asked if he was going to designate parking for vehicles waiting to be <br />serviced so vehicles would not be stored in front on Porter Road for days on end especially because this <br />infi-uiged on a residential area. Mr. Fletcher advised that he did uot want cars sitting around, these cars <br />are to be repaired and returned that same day. If a customer did not pick up a car, he intended to pull <br />that car inside, he does not want vehicles sitting outside overnight, but if he had to leave them outside, it <br />would not be in front because then lus customers would have no place to park. He clarified tliat this <br />was not a fast lube service where customers wait inside the car until they are serviced. He had presented <br />information to install caipet which is designed to be used, as soundproofing on the wall. Mr. Herbster <br />noted that the description of the carpeting stated that if this carpeting is used, there has to be a sprinkler <br />system in the building. Mr. Fletcher was not aware of that and he does not intend to install a sprinkler <br />system. City Engiueer Deichmann had reviewed the information, and had suggested a different type of <br />soundproofing pauels. Mr. Fletcher was given a copy of the memo, and will look into these panels. <br />Regarding keeping the doors closed, Mr. Fletcher stated that the front door was about 20 feet away <br />fiom the residence next door and the back door opened up to A. & K. Tire. He has no problem with <br />keeping the front door closed, but he could see no reason to close the rear door. Mr. Herbster believed <br />that the rear doors should be closed because there were residents on Porter Road who could hear the
