, <br />rI <br />CITY OF NORTH OLMSTED <br />PLANNING COMIVIISSION <br />MINUTES - MAY 27, 1997 <br />I. ROLL CALL: Acting ChairnLan_ Manuing called the meeting to order at 7:40 P.M. <br />Present: A. Manning; K O'Rourke; T. Brennan; R. Koeth; D. Cameron-Alston; and T. Herbster. <br />II. REViEW AND CORRECTION OF MINUTES: <br />The minutes were not complete, therefore the review and correction will be completed at the next <br />regular meeting. <br />III. BiTII.DING DEPARTMENT REQUESTS:: <br />1) Rite Aid, 28974-29016 Lorain Road <br />Proposal to demolish existing structure and construct a new single story retail build.ing. <br />Variances will be required. <br />Mr. Strelau, architect, presented the proposal. A revised site plan was distributed.which <br />eliminated the need for some variances. The development plans for Rite Aid call for all new single <br />story free standing retail units with a drive-thru pharmacy unit attached. The Rite Aid facility will <br />be constructed on the north east comer ofthe proposed Crocker-Stearns extension. Mr. Manning <br />wondered ifvariances would be required. Mr. Strelau believed variance requests have been <br />eliminated as originally a setback variance was needed for both sides ofthe proposed structure. <br />Mr. Conway wondered if the signage package will be included with this presentation. Mr. Strelau <br />advised the signage will be brought up at a later date. Mr. Herbster wondered if there would be <br />enough room for the parking if the Crocker-Stearns extension is completed. Mr. Strelau explained <br />he received plans from O.D.O.T. and there appears to be a 75 feet between the properiy line of <br />the Rini Realty property and the proposed Crocker Road pavement line. Mr. Brennan noted the <br />drive thru appears to extend across the back of the building, and he wondered if this would impose <br />a problem as the trash enclosuxe and loading zone may prevent people from exiting. Mr. Strelau <br />explained on average approximately two to three cars per hour will come through the drive thru. <br />He noted there would be only one or two dwnpster pickups a week. Mr. Conway questioned if <br />Right Aid plans on selling liquor and/or alcohol as this activity may be prolu'bited because of the <br />schools. Mr. Strelau was unsu.re, but was willing to clarify this at a future meeting. The following <br />materiaLs will be used in the constrnction: dryvit (lighter material); split faced block or face brick <br />(bottom dark band); panaflex material (awning); and dryvit (drive thru canopy). Mr. Brennan <br />wondered if the awning will be back lit. Mr. Strelau explained typically the awning is back lit, <br />however he understood that this is something that may be unacceptable to the planning <br />commission. Tlie awning will have a matte finish. There are windows along the perimeter of the <br />building for sunlight and security reasons. Mr: Manning questioned the layout of the lighting <br />around the building. Mr. Strelau explained there would be 400 watt metal halide fixtures on 20 <br />foot poles for the parking lot area. Mr. Brennan requested that the wall packs along the building <br />be reduced to 150 watt. Ms. Cameron-Alston asked for detaiLs on the future development to the <br />north of the proposaL Although he could not elaborate on the detaiLs, Mr. Strelau advised if <br />Crocker Road is extended the developer has discussed the possibility of constructing another unit. <br />He noted there will be HVAC and compressor units on the top of the roo£ The members <br />wondered if these units would be visible from the street if Crocker Road is ever extended. Mr. <br />Strelau did not have these details but will provide them at the next meeting. Mrs. O'Rourke <br />wondered if Mr. Zergott has reviewed the landscaping. Mr. Strelau was unsure but noted he is <br />aware of Mr. Zergott's preferences from a previous proposaL Mr. Manning wondered if the drive
