\ CITY OF NORTH OLMSTED BOARD OF BiTILDING CODE APPEALS MINUTES - APRIL 17, 19,97 1. ROLL CALL: Acting Chairman Kazak called the meeting to order at 7;35 P.M. Present: J. Kazak, D. Spoerke, and W. Piar. Absent: R Burk and P. Engoglia. - Also Present: Building Commissioner Conway and Assistant Clerk of Commissions Cornish. II. REVIEW AND CORRECTIONS OF MINiTTES: D. Spoerke motioned to approve the minutes of March 27, 1997, seconded by W. Piar and unanimously approved. III. COMMUNICATIONS: Mr. Kazak advised the board received a communication from Mr. Crriesser regarding the Cinnamon Woods addresses.approved at the February meeting. He noted the communication was received on April l, 1997 and Mr. Griesser was unhappy with the boards decision on this matter. The members decided to bring up this issue at the next meeting. Mr. Kazak explained a communication was received from City Engineer Deichmann dated Apri13, 1997 in reference to the drainage on Porter Road. Mr. Kazak read this communication aloud as there were several people interested in Mr. Deichmann's response. , N. HEARINGS: 1) Timberview Homes, P.P. #235-12-61,.vacant lot located between 5581 and 5609 South Porter Road. Request permission to constTUCt house on a 40 foot lot. Hearing required by Section 1305.05(b) to ascertain that proposed construction does not affect drainage of surface water or waste into or over adjoining property or into any public street. Please note: Engineering Department will review the,site plan for drainage. Hearing by the board of zoning appeals will be required. Mr. Kazak swore in the following people: Mr. Dunlap; Mr. Costa; Councilman Nashar; Mrs. Hamilton; -- Mrs. Steiner; Mr. MacDonald; and Mr. & Mrs. Miller. Mr. Dunlap believed the purpose of this meeting is to determine if this lot is buildable. He noted the proposal was tabled at the last meeting because the board requested information from the City Engineer. City Engimeer Deichmann has responded to the building board's request. Mr. Kazak read this correspondence aloud. Mr. I?unlap explained the intent of his retention basin. Mr. I{azak stated this is'a mini retention basin that will work somewhat. Mr. Dwilap explained the proposed retention basin will contain the water, on his lot for a longer period of time, and advised the larger flooding problem should be addressed by the city. Mr. Dunlap noted if all the drainage was put in properly and the grade was even on all properties there would not be a problem Mr. Costa, a neighboring resident, advised several years ago his entire front yard was dug up but the drainage. pipe was not found.
