V <br />r . <br />; <br />- -? <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES - MARCH 26, 1986 <br />.. ROLL CALL: <br />Chaixman Burns called the meeting to order at 8:06 p.m. <br />Present: B. Gorris, E. Traczyk, J. Wixted, J. Brown, and J. Burns. <br />Absent: R. Bierman and T. Morgan <br />Also Present: Assistant Law Director J. Dubelko, Building Commissioner <br />S. Spino, and Recording Secretary B. Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />The Minutes of March 25, 1986 were deferred until the next regularly <br />scheduled meeting. <br />III. BUILDING DEPARrTTNE REQUESTS: <br />1) 28900 Office Park, 28900 Lorain Rd. <br />Proposal to construct office complex <br />(Heard by Architectural Board of Review March 19, 1986). <br />? Safety Department report stated that there_was no provision for a <br />pedestrian walkway from parking area to the entrances. Forester has <br />submitted a report regarding saving a number of trees on the property; <br />this report is included in the permanent file. The Architectural <br />Board had approved as submitted with recommendation that driveway be <br />reduced to 22 feet and the additional 2 feet be added to landscape <br />. area, and had recommended that parking be rearranged in a circular <br />pattern. Mr. Giesser, attorney, showed drawing from the Architec- <br />tural Board showing their proposed parking layout, however only three <br />buildings (phase 2 will add two more) are to be built at this time, <br />and the 80 spaces shown will not be required until phase 2 is pro- <br />posed. Building Commissioner Spino stated that after discussion with <br />the City Architect, it was decided that for the purpose of calculating <br />parking requirements, this proposal should be considered as one <br />building, not three in the first phase or five when project is com- <br />pleted. Mr. Spino again requested some direction from the Comm3ssion <br />as to when the 20% reduction_.of area (considered as storage) should <br />be applied when calculating parking requirements,. This can be dis- <br />cussed at a later date. Phase 1 of this proposal will require 48 . <br />spaces, developer will be installing 50 and.the circular pattern sug- <br />gested by the Architectural Board was based on the total parking for <br />both phases. The Commission would like the BZD to address the parking <br />plan with the 50 spaces. The Architectural Board had not made any <br />recommendations as to the fencing along Mrs. Dahn's property as re- <br />? quested previouslym In reference to the forester's report the de- <br />veloper is willing to save as many trees as possible, however, some <br />of the scrub trees along the property line were going to be removed <br />in order to install fence and pine trees. Planning Commission ques- <br />tioned the practicality of putting an island around the trees as
