, <br />CITX OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES - SEPTEMBER 9. 1986 <br />I, ROLL CALL: <br />Chairman Burns called the meeting to order at 8:10 p.m. <br />Present: R* Bierman, B, Gorris, T. Morgan, E. Traczyk, J. Wixted, J. Brown, <br />and J. Burns. <br />A1so Present: Assistant Law Director Dubelko, City Engineer Schaller, <br />Building Commissioner Spino, Councilman Tallon, and <br />Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />Heard at the end of the meeting. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) United Dairy Farmers, corner of Lorain and Columbia Roads. <br />Proposal to construct ice cream parlor, convenience store, and gas station <br />(Variance for canopy and second pole sign on property granted by the <br />Board of Zoning Appeals September 3, 1986). <br />Architect R. Mongello and his associate S. Schill presented plans for <br />the convenience store with a small ice cream parlor and gas station. <br />They advised that variances had been granted for the canop_y since this <br />is an irregularly shaged legally non-conforming lot and also.€or a second <br />pole sign on the propert_y. Mr. Mongello explained that the intersection <br />of Lorain and Columbia Roads was an historical district and the building <br />had been placed on the rear of the lot to avoid encroaching on that area <br />which he believes that they own and which they plan to landscape and <br />maintain. Mrs. Brown, who is also a member of the Landmarks Commission, <br />advised that the area is not designated as an historical district, there <br />is only an historical site marker. It was pointed out that placing the <br />building to the rear will also eliminate vehicles cutting through the <br />property which has been a problem previously. The existing curb cuts <br />will be used and there is an existing chain link fence and evergreens <br />running down the west property line. Building Commissioner Spino ad- <br />vised that 17 parking spaces are required and 18 are shown. Rarking <br />space #16 would appear to be too close to the curb cut. New gas tanks <br />and pumps will be installed. Assistant Law Director Dubelko advised <br />that the Law Department must take the same position with this proposal <br />as it did with the Hennie Homes proposal in that since Columbia Road is <br />a major road and cannothe considered aside street, this building would <br />have to have a SO' set back off Columbia Road as well as off,Lorain Road. <br />This interpretation would make the building in violation of the set <br />back requirement. Mr. Dubelko advised that if these restrictions would <br />reduce the buildable portion of the lot to less than 25' they would not <br />apply. Building Commissioner Spino questioned if the building line had <br />not been established previously when the former gas station had been <br />built.
