<br />CITY OF NORTH OLMSTED <br />PLANNING COPIMISSION <br />MINUTES - SEPTEMBER 23, 1986 <br />I. ROLL CALL: <br />Chairman Burns called the meeting to order at 8:00 p.m. <br />Present: R. Bierman, B. Gorris, T. Morgan, E. Traczyk, J. Wixted, J. Brown <br />and J. Burns. <br />Also Present: Assistant Law Director J. Dubelko, City Engineer J. Schaller, <br />Building Commissioner S. Spino, and Clerk of Commissions <br />B. Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />B. Gorris moved to approve the Minutes of September 9, 1986 as-submitted, <br />seconded by J. Brown, and unanimously approved. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1)'- Cti-rist.The KingE Gommunity, located north of the Olmsted Twp. line,_ <br />south,of 14801and west off Barton Road. <br />Proposal to construct group home as previously shown on master plan. <br />TabTed by Planning Commission September 9, 1986.. <br />Withdrawn bg developer until,October 14, 1986. <br />2) Milton's North Coast Bistro, 26324 Lorain Road <br />ProposaT to enclose'existing porch. <br />Approved by the Architectural Board of Review September 17, 1986. <br />Building Commissioner Spino advised that revised seating plan now shows <br />94 seats, 21 tables and 10 stools, which would require 47 parking <br />spaces. Site plan shows 47 parking spaces, but no handicapped spaces <br />and no dumpster location. Mr. Georgalis, the owner, explained that <br />there is a dumpster on the property which he plans to screen. Mr. Spino <br />advised that he has received a letter from the Law Department advising <br />that a 7' landscaped buffer must be installed between the right of way <br />and the parking area. Mr. Georgalis has agreed to do this, but this <br />area is not shown 'on plan and he explained that in order to include <br />landscape strip, the parking area as shown would have to be reversed. <br />The Safety Department also noted the lack of handicapped spaces and <br />also questioned how delivery truck could get around building since the <br />access to Silverdale Ave was to be closed off and expressed concern <br />that delivery trucks have to back into or out of the lot. Mr. Georgalis <br />explained that with the new concept of the restaurant it would be open- <br />ing at 11:00 a.m, and deliveries would be made before that. Commission <br />found several inaccuracies in the parking plan and are reluctant to <br />approve the proposal on the basis of this plan which is not complete <br />and does not represent what will actually be on the property.
