<br />CiqX OF NORTH OLMSTED <br />PLANNTNG COMMISSION <br />MINUTES - NOVEMBER 11, 1986 <br />I. ROLL CALL: <br />Vice Chairman Wixted called the meeting to order at 8:05 p.m. <br />Present: R. Bierman, B. Gorris, E. Traczyk, J. Wixted, and J. Brown <br />Absent: J. Morgan and T. Morgan <br />Also present: City Engineer J. Schaller, Building Commissioner S. Spino, <br />Assistant Law Director J. Dubelko, Councilmen Tallon and <br />McKay, and Clerk of Commissions Oring. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />B. Gorris moved to approve the Minutes of October 28, 1986 as submitted, <br />seconded by J. Brown, and unanimously approved. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1) Crestmont Corporation, 27000 Lorain Road <br />Proposal to install 8' chain link fence. (7' fence with b arbed wire on <br />top disapproved by Planning Commission October 28, 1986) <br />No representative present, the proposal was tabled later in meeting. <br />2) Biskind Development Co., 4970 Great Northern Mall <br />Proposal to change exterior materials and colors on previously approved <br />Great Northern Mall expansion. (Originally approved by Planning <br />Commission on March 25, 1986). <br />Mr. Carlisle, Biskind Development Co., presented color renderings of.:the <br />previously approved facade and of the new proposed facade and explained <br />that the original colors were to be sky blue, forest green with pinkish <br />accent colors and some earth tones; material was to be dryvit. Upon <br />further study they have decided to change the exterior to brick in red <br />and earth tones which.they believe will be more in keeping in a mall <br />type shopping enviranment and with the existing mall structure. The <br />post modern type of architecture will remain b asically the same with <br />only a slight change. Mrs.' Kordish, a member of the audience, requested <br />that the developer also reconsider the colors on the Plaza South b uild- <br />ings and the Tony Roma building which she believes looks like a circus. <br />Susan Snyder, representing Victoria Plaza Apartments, also complained <br />about the pink color on Plaza South. Other people in the audience ex- <br />pressed their displeasure with the colors of the shopping center build- <br />ings and were advised that these building are not being addressed at <br />this time. Assistant Law Director Dubelko advised that there was no <br />formal process to make the developer change the colors of the other <br />building; these buildings were approved by the various bodies in the <br />city and these approvals cannot be rescinded; and that there was no <br />strong zoning code in respect to color schemes; zoning codes are police <br />power ordinances and they have to relate to the safety of the residents.
