ROLL CALL: <br />CITY OF NORTH OLMSTED <br />PLANNING COMMISSION <br />MINUTES - OCTOBER 22, 1985 <br />Chairman Burns called the meeting to order at $:15 p.m. <br />Present: B. Gorris, T. Morgan, E. Traczyk, J. Brown, and J. Burns. <br />Absent: J. Wixted <br />Also Present: Assistant Law Director J. Dubelko, Building Commissioner E. <br />Gundy, and Recording Secretary B. Oring. <br />II. REVIEW AND CORRECTTON OF MINUTES: <br />The minutes of October 8, 1984 were corrected to state that the meeting <br />started_at_8:00 p,m. not 7:30, as stated; also on Page-3, the eleventh line <br />should read "....Commission would like to present a proposal for the de- <br />signation of:Butternut Ridge Road-as an.Historic-District-: -J. Brown moved= <br />to accept the rlinutes of October 8,-1985 as corrected, seconded by E. <br />Traczyk, and unanimously approved. <br />IiI. BUTLDING DEPARTMENT REOUESTS: <br />1) Great Northern Retail Shopping Plaza, located between Pick and Pay <br />and Xmeritrust Drive-thru office. <br />(Origi'`na11y heard-t5y Planning Commission October__9, 1984) <br />(Wxthdrawn from=Architectural--Board of- Review Agenda-April==i7; 1985) .- <br />(Heard by Arcliitectural Board of Review on October 16,_1985),_ <br />Mr. Carlisle of Biskind Development Company presented plans which had <br />been originally submitted to Planning Commission October 9, 1984, was <br />then heard fiy tIie Architectural Board, had then subsequently been with- <br />drawn from'the Architectural Board's agenda for revisions. Exterior <br />of 15,000 square foot building now includes an arcade across the south <br />and west side, an outdoor eating area for a proposed restaurant and the <br />position of the tiuilding is somewhat different. Parking area is separate <br />from.other sliopp3ng center parking and conforms to code, 64 spaces are <br />required and 9-1 are being provided, handicapped spaces are not shown on <br />plans, but will be provided, access to parking area is through driveway <br />which_now is used to enter the Pick and Pay parking lot. Chairman Burns <br />questioned wfio owns the P3ck and Pay property and if the developer has <br />an easement to use this drive. Usually there is a reciprocal agree- <br />ment, but'Mr; Carlisle wi11 research this and provide-exact-information <br />to the Commission. The Architectural Board had approved as sutimitted <br />wi,th the provision tfiat the mechanical units are screen by a horizontal <br />line from any di:rection. Fire Department report of March 19, 1985 was <br />read stating that they had no objection.. Mr. Morgan would like the <br />Police Department to review proposal and forward it directly to the <br />BZD Committee. T. Morganmoved to approve the Great Northern Retail <br />Shopping Flaza located Between Pick and Pay and Ameritrust Drive-thru <br />office which is called their "C" Prime, be approved contingent upon <br />demostration of the easement or reciprocal agreement between Pick and <br />Pay and this partficular parcel of entrance and egress for service <br />vehicles as well as vehicular traffic; also including the recommenda-
