ROLL CALL: <br />The meeting was called to order at 7:35 p.m. <br />Present: J. Kasak, J. Patton, R. Puzzitiello, and B. Schulz <br />Also Present: J. Gibbons, Building Inspector; R. Tallon, Councilman; and <br />B. Oring, Recording Secretary. <br />II. REVIEW AND CORRECTION OF MINUTES: <br />(.1) Alfreda Flagner, 4123 Muriel Ave., Cleveland, OH <br />Request for a stay of Demolition Order for property located at 4302 <br />Porter. <br />Mr. Flagner advised the Board that the house (built in 1860) was <br />purchased by him in 1964 for a retirement home. Due to illness, they <br />have not been able to repair damage incurred after a fire in 1982. They <br />are planning to restore home after his surgery. He claims that house is <br />not gutted a.nd that fire damage is limited to one room and that house is <br />boarded up and padlocked. He assured the Board that the house will be <br />repaired: girders will be replaced, floor joists repaired (main joist is <br />solid), windows will be replaced where necessary, glass will be replaced <br />in the others, and that the house is structually sound. Mr. Schulz <br />stated that gutters are not installed properly and that it will take a <br />craftsman to restore this home properly. Mr. Reichel who was hired by <br />the Flagners explained the damage that was done, and estimated that he ` <br />could repaix the fire damage for $2,500. He claims that house is boarded <br />up and padlocked and disputed claims that it could be enterede He claims <br />that house has not be.en broken into since November of 1982. Mr. Patton <br />stated that rear doors and windows are not boarded up or padlocked <br />Neighbors, Mrs. Medla and Mrs. Fink, stated that property is a gathering <br />place foX childxen, house was rarely occupied even before the fire, grass <br />is not cut, there are no sewers, fire debris was left on property, house <br />is a, health hazard and they have frequently had to call police because of <br />vandalism .and that they have been threatened by juveniles. Mrs. Fink <br />doubts that house can be repaired for $2,500. Her house has also been <br />broken into since the fire... Mrs. Lord, Chairwoman of the Landmarks <br />Commission, stated that there is not another house like this on the west <br />side of Cleveland; it cannot be replaced. She would like the house re- <br />stored, but she believes that some definite committment should be ob- <br />tained from the owners. Neighbors agreed that house does not necessarily <br />have to be torn down, but that some time limits should be.set for res- <br />toration. They believe that there would be no problem if house were oc- <br />cupied. Board.would like a definite time schedule. Mr. Flagner restated <br />that he would start work after he gets out of hospital. Mr. Reichel <br />stated that he can have contractorsin to repair immediately if Mr. Flagner <br />agrees. Councilman Tallon stated that neighbors deserved a definite time <br />table for completion of work. O.ther neighbors were sworn in and ob- <br />jected to the demolition.
