T <br />These minutes are not official until approved at Planning Commission Meeting of <br />November 24, 1964. <br />MI NUTES OF A MEEI°I NG OF THE PLANNI NG COMMI SSI ON <br />CITY OF NORTH OLMSTED - NOVEMBER 10, 1964 <br />The meeting was called to order at 8;15 P.M. by Chairman Macs. <br />The minutes of the previous meeting were read by Vice-chairman Ford and corrected as <br />follows: Under "JOSEPH BAUER" this was corrected to show the location as being at the <br />Southern tip of Whitethorn East to the shopping center, and under "LAKE CITY LAND" <br />this was corrected as follows 'the Engineer reported that the dimensions were missing <br />on the parcel and one dimension was incorrect and also that the sanitary sewer on <br />Columbia Road may not be able to take this development.' They were then approved. <br />Present: Chairman Leslie B. Macs, Secretary Anthony T. LaPonza, Vice-Chairman Donald <br />T. Ford, and Members Ballard W. Uincent, James Prokasy, and Norman Musial. <br />Absent: Joseph P. Kadylak. <br />Also Present: Law Director, Bruce Kitchen; City Engineer, Richard Labas; and Safety- <br />Service Director, Del Limpert. <br />7he Building Report for the month of September was read by Mr. Macs showing a total <br />valuation to September, 1964 of $15,526,590 as compared with $9,753,366 for 1963 and <br />$8,930,662 for 1962. <br />The Building Report for the month of October was read by Secretary LaPonza to show a <br />total valuation to October of $17,840,507 as compared with $14,657,426 for 1963 and <br />$10,639,024 for 1962, and each member was presented a copy. <br />COLUMBIA ROAD TOWNHOUSES <br />Upon the following committee report made by Mr. Musia) "Cha;;man .;oz Kadylak aiid <br />co-chairman Norm Musial met to consider the request of Mr. Engoglia and Mr. Mongello <br />regarding the question of rezoning of land South on Columbia Road to multiple <br />dwellings. Taking into consideration: that the Planning Commission is charged, in <br />part, with the responsibility of providing for harmonious development of the City <br />of North Olmsted; that although our comprehensive Zoning Ordinance is in no way a master <br />plan, however recognizing that it appears to be the closest approach we have to a <br />master plan; that a comprehensive Zoning Ordinance is not a static set of rules and <br />regulations and should be reconsidered in light of a master plan and the good of the <br />community; that once a zoning plan is adopted, the burden of proof for any futurE <br />change in the zone map rests on the applicant for that change showing a need <br />therefor which will benefit the City of North Olmsted as a whole, as well as the ; <br />adjacent property and the property involved; that there are a considerable number <br />of acres presently undeveloped in the City which are zoned for multiple dwellings <br />which should be utilized first; that this request involves a transitional use;; that <br />is the residential boundaries in close promimity thereto may render their property <br />less valuable because of the adverse influences of greater population density, <br />higher buildfngs more traffic and the like; that the contemplatEd alleged proximity <br />of I-80 to the parcels of property involved doesn't appear to be a moving force at the <br />present time towards a change of zoning; it is recommended that the Planning Commission <br />go on record as disapproving the request of Mr. Engoglia and Mr. Mongello.
