? ?- . . <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF JULY 11, 2012 <br />ROLL CALL <br />Ms. Meredith called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Melissa Meredith, Greg Malone, Robert Parry, Don Rerko <br />Absent: Ralph Bohlmann, Mark Mahoney, Julie Nader <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Assistant Building Commissioner James <br />McReynolds, Clerlc of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Ms. Meredith moved, seconded by Mr. Malone, to approve the Planning and Design <br />Commission minutes of June 27, 2012, which passed 4-0. <br />NEW BUSINESS <br />CMS12-16: Anartments at St. Richard; 26855 Lorain <br />Representatives: Maryellen Staab, Catholic Charity Housing Corporation; Tom Ciha, McSteen <br />and Associates; George Berardi, Berardi & Partners Architects <br />Ms. Wenger said the proposal consists of constilicting a new two-story 34-unit senior residence <br />facility on 2.2 acres of Senior Residence zoned land adjacent to St. Richard's which will front <br />Country Club Boulevard. The buildings construction will be a combination of stone, brick and <br />stucco with architectural features added. Parking is to the north of the building so that the <br />building screens parking from residential properties to the south. Parking is sufficient. The <br />building meets front and rear setbaclcs as well as area and height regulations. Regarding building <br />side yard setbacks; the south side yard meets the 35 foot setback, but is short of the 1.5 times <br />height requirement. The north side yard at its narrowest point (dumpster enclosure) is 11.9 feet <br />and 20 feet is required. The Commission has the authority to reduce yard requirements which <br />was reviewed. The main access point for the site is a.right-in, right-out driveway onto Country <br />Club Blvd which is due to the center median in the street which prohibits vehicles from making <br />left turns into or out of the site. There will be no ingress/egress from Whitethorn Ave however a <br />gated cross access drive between the apartment and church property is provided. During school <br />hours the gate will remain down and during non school hours, apartment residents and visitors <br />will be able to cross into the church parlcing lot and utilize any driveway. <br />During the rezoning process in 2011 residents were concerned the project would have an adverse <br />impact on Country Club Blvd traffic. She reviewed the Institute of Transportation Engineers trip <br />generation manual that provides information regarding the amount of vehicle traffic generated by <br />different land uses.
