PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF APRIL 25, 2012 <br />ROLL CALL <br />Mr. Malone called the ineeting to order at 7:00 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Ralph Bohlmann, Don Rerko, Mark Mahoney <br />Absent: Melissa Meredith, Julie Nader, Robert Parry <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Building Commissioner Dale Mitchell, <br />Assistant Building Commissioner James McReynolds, Clerk of Commissions Donna <br />Rote <br />REVIEW AND CORREC'TION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Bohlmann, to approve the Planning and Design <br />Commission minutes of March 28, 2012, which passed 4-0. <br />NEW BUSINESS <br />CMS12-03 Elmwood Propertv; 25675 Lorain Road <br />Representative: Jolul Jazwa, Elmwood Property Associates Asset Manager <br />Ms. Wenger said the proposal is parlcing and site improvements for the lot. She reviewed <br />Chapter 1333 which establishes requirements for removing buildings without a new development <br />plan. The applicant was asked to grade and grass the site in accordance to Chapter 1333 in 2009. <br />Rather than comply, the applicant chose to submit a plan to develop and use the site. The vacant <br />parcel will be used as accessory parking for the neighboring site which the applicant owns. <br />Variances are required and if the lots are not consolidated, additional variances are required. The <br />existing parking area and curb cuts will basically remain in the same area. Some pavement will <br />be removed along the rear property line and replaced with landscaping and fencing. Gravel areas <br />will be replaced with grass. The applicant's proposal is an improvement over the existing <br />condition however her support is based upon the lot consolidation as she does not support <br />additional variances to maintain the parcel as a separate lot. <br />Mr. Mitchell reviewed some history of the parcel. Mr. DiFranco said code requires concrete <br />curbs and asphalt is shown. Other clarifications are required. Mr. O'Malley recommended the <br />commission address the question pertaining to lot consolidation with the applicant as it governed <br />how the commission would need to proceed with its review. <br />Mr. Jazwa said the lots will be consolidated and if concrete curbing is required by code the curbs <br />will be concrete. They use the site as overflow parking for the strip center and would like to <br />continue to do so. The proposed plan will improve the center as well as benefit the surrounding <br />neighbors.
