PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MARCH 14, 2012 <br />ROLL CALL <br />Ms. Meredith called the meeting to order at 7:03 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Melissa Meredith, Greg Malone, Julie Nader, Ralph Bohlmann <br />Absent: Don Rerko, Robert Parry, Mark Mahoney <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, Assistant Building Commissioner James McReynolds, Clerk of <br />Commissions Donna Rote <br />REVIEW ANI) CORRECTION OF MINUTES <br />Ms. Meredith moved, seconded by Mr. Malone, to approve the Planning and Design <br />Commission minutes of Felbruary 22, 2012, which passed 4-0. <br />NEW BUSINESS <br />CMS12-02: Nissan of North Olmsted; 28596 Lorain Road <br />Representatives: Jeff Ningard and Brian Fabo <br />Ms. Wenger said the small coinmercial building at the northeast corner of Lorain and Berkshire <br />Drive will be demolished and the existing Nissan parking lot expanded. Applicants would like to <br />keep the front yard setback in line with the existing dealership to the east. Landscaping is shown <br />along Lorain and Berlcshire and both existing curb cuts will be eliminated. The proposed 10-ft <br />high fence is consistent with Nissan's 2010 approved fence however it abuts residential property <br />and is only two feet from the parking lot, which raises a concern of vehicle overhang damaging <br />the fence. A few extra feet between the curb and fencing would provide a safe separation. The <br />southwest corner needs to be enhanced to create a visual impact and applicants are encouraged to <br />address the corner as a number of variances are required. Clarification is needed regarding <br />lighting. In 2010 Nissan received approval for expanding the eastern parcel's parking area; <br />however they have yet to move forward with the approved plan. <br />Mr. McReynolds said applicants require variances for front, side and rear yard setbacks, <br />luminary levels and for not providing irrigation. The applicant should verify which lighting plan <br />is being proposed. The main building has an illegal flood light along the baclc of the building <br />which inust be removed. Mr. DiFranco said there will be perimeter curbing around the entire <br />paslcing lot and that brickscape is not required. <br />Mr. Fabo said the existing building will be demolished and two curb cuts eliminated. The rear <br />setback will be increased to 6 feet to minimize damage to the fence and the southwest corner <br />redesigned to have a vehicle display. Additional landscaping will also be added to the southwest <br />corner and all landscaping will be irrigated. Once both lots are under common ownership, they
