BOARD OF ZONING APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES OF MARCH 4, 2013 <br />ROLL CALL <br />Ms. Rudolph called the meeting to order at 7:06 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Jennifer Rudolph, Maureen Diver, Laura Bellido, Michael Raig, Alfredo Lopez <br />Staff: Law Director Michael Gareau, Jr., Building Commissioner James McReynolds, Clerk <br />of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Raig moved, seconded by Mr. Lopez, to approve the February 4, 2013 minutes as <br />written which passed 5-0. <br />COMMERCIAL APPEALS AND REQUESTS <br />CMS13-01 Ulta Beautv; 25911 Great Northern Shopping Center <br />Proposal consists of signage and the following variances are requested: <br />1. A variance for an additional wall sign, code allows 1, applicant show 2, section 1163.28(a). <br />2. A 1 foot variance for height of sign code permits 4 ft, applicant shows 5 ft, section 1163.28(c). <br />3. A 23 inch variance for sign projecting from mounting surface, code allows 14 inches, <br />applicant show 37 inches, 1163.28(b). <br />Joel Frezel of Kieffer & Co, Inc. was administered the oath. Mr. Frezel said they are requesting <br />a 1 foot variance for the height of the main wall sign. The upper letters are 3 feet tall and lower <br />letters are 63/a inches high which is below total square footage allowed. The blade sign is a 4.5 <br />square foot sign located below the canopy to identify the store to pedestrian traffic. Both the <br />main and blade signs total square footage is below the allowable square footage for store <br />frontage. Ulta does not use any type of window graphics for identification therefore the blade <br />sign is warranted. <br />Mr. McReynolds said he agreed with Planning & Design Commission's recommendation that the <br />height variance for the main wall sign is warranted and the blade sign is not and would set <br />precedent for other tenants to seek variances. Mr. Raig asked if blade signs were allowed by <br />code and Mr. McReynolds said yes as long as they do not project further then 14 inches from the <br />wall and the site doesn't exceed total number of wall signs allowed by code. Ms. Rudolph asked <br />if there would be any name recognition on either the windows or entrance door and Mr. Kieffer <br />said no only store hours would be posted. Members were not against blade signs being used at <br />the plaza to identify businesses to pedestrians but felt such a request should be addressed by the <br />owner through a uniform sign package. <br />Mr. Lopez moved, seconded by Ms. Rudolph, to grant CMS13-01 Ulta Beauty of 25911 <br />Great Northern Shopping Center the following variances:
