` -- -1. <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINTUES FOR OCTOBER 23, 2013 <br />ROLL CALL <br />Vice Chair Nader called the meeting to order at 7:00 pm in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Julie Nader, David Anderson, Rosemary Walker, Don Rerko, Paul Schumann, Ralph <br />Bohlmann <br />Absent: Greg Malone, <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Clerk of Commissions Donna Rote <br />REVIEW AND COIZRECTION OF MINUTES <br />Mr. Rerko moved, seconded by Ms. Nader, to approve the Planning & Design Commission <br />minutes of August 28, 2013, which passed 5-0 as 1VIr. Bohlmann abstained. <br />NEW BUSINESS <br />CMS13-36: Westfield Ma1UMama Fu's, Le Grand Orchid; 4952 Great Northern Mall <br />Representatives: Mall Manager Phil Poppinga and Attorney John Slagter <br />Ms. Wenger said previous plans were approved for Regal Cinema and The Rail Restaurant on <br />the south side of the mall. The final pieces of the redevelopment are Mama Fu's Asian House <br />and Le Grand Orchid salon. The exterior of the restaurant will be constructed of porcelain tile <br />with a band of EIFS to match the neighboring cinema. The storefront system will be a bronze <br />finish and the railing around the outdoor area will be bronze to match. Decorative light sconces <br />are shown in addition to planter boxes on either side of the main entrance. The exterior elevation <br />of the salon is only 8 feet of frontage which is just enough for a door in the bronze frame <br />storefront system and a sign area above the door. Both Mama Fu's and Le Grand Orchid require <br />variances for signage which she reviewed. Mr. Poppiriga said the two tenant's style designs are <br />finalized and they would like to open within the next few of months. Mama Fu's offers an Asian <br />chef prepared menu and Le Grand Orchid offers, message, Manicure, Pedicure and hair <br />packages. Mr. Rerko questioned each facilities access point and Mr. Poppinga said both facilities <br />will have access inside and outside the mall. <br />Ms. liTader moved, seconded by Ms. Walker, to recommend BZA grant CMS13-36: Westfield <br />Ma1UMarr?a Fu's, Le Grand Orchid of 4952 Great Northern Mall the following variances: <br />1. A 22.5 sq. ft. variance for excessive sign area (Mama Fu's); code permits 64.9 sq. ft for <br />the building unit based on frontage, applicant shows 87.4 sq. ft., Section 1163.25(c). <br />2. A 7 in. variance for a wall sign higher than code allows (Mama Fu's); code permits 4 ft., <br />applicant shovvs 4 ft., 7 in., Section 1163.28(c).
