PLANNING & DESIGN COM1VIISSION
CITY OF NORTH OLMSTED
MINUTES OF JUNE 12, 2013
ROLL CALL
Chairman Malone called the meeting to order at 7:00 pm in Council Chambers and led the
Pledge of Allegiance.
Present: Greg Malone, Julie Nader, David Anderson, Rosemary Walker, Ralph Bohlmann,
Don Rerko, Paul Schumann
Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan
O'Malley, City Engineer Petro DiFranco, Building Commissioner James
McReynolds, Clerk of Commissions Donna Rote
REVIEW ANI) CORRECTION OF MINUTES
Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design
Commassion minutes of May 22, 2013, which passed 7-0.
NEW BUSINESS
CMS13-15: North Olmsted Citv Schools, 27253 Butternut Ridge Road
Representatives: Joseph Zalenski, David Louis, Michael McDade
Ms. Wenger said the proposal consists of demolishing the existing Middle School Annex and
restoring the site with parking, landscaping and other site improvements. The site is a
contributing property to the Butternut Ridge Historic District. Due in large part to its poor
condition, the applicant received a Certificate of Appropriateness from the Landmarks
Commission to demolish the building conditioned upon a conceptual plan for site improvements.
The development plan is substantially similar to the conceptual plan approved by Landmarks
with a few minor differences. Once the building is removed, the area will be planted with
landscaping and parking in line with the Middle School's front setback. No impervious surface is
being created as the parking lot will end at the current edge of pavement to the south. Pavement
and parking on the east side of the property adjacent to the neighboring residence will be cut
back, resurfaced and striped. One of the two curb cuts serving the site will be removed and the
remaining driveway will be reconfigured to improve the flow of traffic. Unlike the conceptual
plan approved by Landmarks, there will be no connecting drive between this parking area and
the Middle School parking lot. Landscaping will be added along the eastern property line to
buffer neighboring residents and a landscape bed added to screen the parking lot from the north.
Additional landscaping will be installed along the eastern property line of the administrative
building. A feature walkway will be added from the sidewalk to the front door of the Middle
School. The salvaged stone Butternut Ridge School sign will be relocated inside the proposed
circular walk, constructed of brick pavers as will the existing Middle School sign. Mr. DiFranco
said although continuous concrete curbs are required he is in favor of an exception as existing
topography grades toward the interior of the parcel and additional pavement is being removed.
