PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF APRIL 24, 2013 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:00 pm in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Ralph Bohlmann, Julie Nader, David Anderson, Rosemary Walker <br />Absent: Don Rerko <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the Planning & Design <br />Commission minutes of March 27, 2013 which passed 5-0. <br />OLD BUSINESS <br />CMS13-06 Victoria Plaza LLC 26101 Country Club Blvd <br />Representative: Mary Marshall, Communication Infrastructure Corporation TRF Services <br />Ms. Wenger said at the last meeting the commission reviewed the requirements for the conditional <br />use. The commission tabled the request and asked the applicant to return and provide details of the <br />type of safety barriers and signage that would be installed to ensure at no time anyone would be in <br />jeopardy of walking in front of the microwave dishes. She asked if the applicant could provide <br />written documentation that the proposed configuration of safety barriers would ensure no one could <br />walk in the path of microwaves including those that might emit from the sides. <br />Ms. Marshall said the area which the antenna broadcas: is a straight directional point to point with <br />no more than a one foot side exposure. The entire rooftop is managed by Crown Castle <br />International and the only individuals that will be on the roof are from the managing company who <br />know the safety precautions to take when on the rooftop and the buildings maintenance technicians <br />which should see the precaution signs affixed to all antennas atop the roof. Mr. Malone asked if the <br />portable railing system would be bolted to the rooftop. Ms. Marshall said the safety railing is <br />weighted and they would be minimally bolted to the rooftop so they could be removed for <br />maintenance of the area and to ensure there is no rooftop leakage. Ms. Nader said the commission <br />asked that a professional with a background in microwave emissions provide information on the <br />microwave emissions and safety precautions needed. Ms. Marshall said their microwave engineer <br />is on vacation but she can provide such details in writing if the commission requests and will turn it <br />in with their submittals for permits. Ms. Nader asked if the rooftop was a keyed access and if <br />during a fire the rooftop isn't accessible to the residents and Ms. Marshall said that was correct. Mr. <br />Anderson said the engineer drawings, safety barriers shown and posted signage appeared to block <br />direct access to the antennas. Mr. Bohlmann suggested the commission require the barriers be <br />securely affixed to the rooftop as a condition of approval.
