PLA1oiNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MARCH 13, 2013 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:00 pm in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Ralph Bohlmann, Rosemary Walker, David Anderson, Don Rerko <br />Absent: Mark Mahoney, Julie Nader <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pete DiFranco, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved seconded by Ms. Walker, to approve the Planning & Design <br />Commission minutes of Februaty 27, 2013 as written which passed 5-0. <br />NEW BUSINESS <br />CMS13-02 Auto Repair Service; 23055 Lorain Road <br />Representatives: Ronnie Harb, Mark George <br />Ms. Wenger said the proposal consists of an auto repair shop which requires a conditional use <br />permit. Although the previous use of the site was an auto repair there is no record of a <br />conditional use permit being granted. There was a site inspection which revealed a number of <br />property maintenance violations. Due to the extent of the repairs required at the site the <br />applicant was asked to submit a development plan for approval. <br />Mr. Harb said he would like open an auto body shop with minor alterations to the building; site <br />violations will be addressed. Mr. Rerko asked if additional landscaping could be added between <br />the sidewalk and parking curbs. Ms. Walker recommended using Virginia sweet spice or Korean <br />spice in lieu of burning bushes. Mr. Malone said spirea should not be used at the site and <br />suggested old gold juniper or other medium size junipers. The planters shown will be <br />problematic as they are located directly atop the asphalt. A landscape bed between the sidewalk <br />and continuous curbs is preferred. Mr. Harb said the space could not accommodate a landscape <br />bed without altering parking layout. Mr. Malone said if the room is not available he would like <br />to see a landscape island added to the northwest corner of the site. Mr. Bohlmann asked if all the <br />existing lighting fixtures would be removed and Mr. Harb said all existing lighting will be <br />removed except the fluorescent lights under the eaves. Mr. Harb said all storm doors would be <br />removed and or repaired. Mr. Bohlmann said the current dumpster enclosure is in poor condition <br />and should be replaced. He would like to see a new board on board dumpster enclosure to <br />ensure all tires, pallets and other automotive parts are out of view. Mr. Harb said all tires will be <br />kept indoors at all times even those being disposed. Mr. Bohlmann asked that the engineer <br />conduct a site inspection as he noted the front sidewalks were flooded when viewing the site.
