PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR JANUARY 22, 2014 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:00 pm in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Julie Nader, Don Rerko, Paul Schumann <br />Absent: David Anderson, Ralph Bohlmann, Rosemary Walker <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Clerk of Comrnissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of January 8, 2014 which passed 4-0. <br />NEW BUSINESS <br />CMS 13-42: Kensington Court Apartments; 23307 Lorain Road <br />Representative: Ronald Kluchin <br />Ms. Wenger said the proposal consists of constructing a community building, a new pool and site <br />improvements. The parcel is split zoned with the maj ority zoned General Retail Business and a <br />small triangular portion at the rear zoned Single Residence C. The proposed improvements cross <br />this zoning boundaxy. A conditional use permit is requested for recreational facilities in a <br />residential district as are variances to encroach into the side and rear yards. Chapter 1118 <br />governs general criteria for conditional uses and special conditions for specific uses which the <br />commission would need to review. The existing pool will be demolished and replaced with <br />landscaping and parking. The proposed community building will be approximately 2,500 square <br />feet in size and will be constructed of split face block to complement the existing buildings. It <br />will have an asphalt shingle roof with a decorative cupola with a metal roo£ A 6-foot black <br />aluminum fence will surround the pool and attach to the building. Most of the existing trees will <br />be removed therefore significant additional plantings were recommended to buffer neighboring <br />residents. An 8-foot board on board fence is also shown outside the drainage ditch alorig the rear <br />with an access gate to maintain the area. Fences cannot exceed 6 feet in residential districts, so a <br />2 foot height variance is requested. Landscaping will be added to the south of the proposed pool <br />and community building. A new wood dumpster enclosure will be located to the west of the <br />community building and some parking will be realigned to provide better traffic flow. <br />Mr. DiFranco said the proposal disturbs less than 1/z acre therefore neither stormwater <br />management quantity or quality is required. He said the required 25 foot setback of the riparian <br />ordinance was followed and no changes should be made in this area to ensure the setback is <br />maintained.
