PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MARCH 26, 2014 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:00 p.m. in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Julie Nader, Don Rerko, Paul Schumann, Rosemary Walker, Ralph <br />Bohlmann <br />Absent: David Anderson <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Assistant Building Commissioner Daniel <br />Russell, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of January 22, 2014 which passed 4-0. Ms. Walker and Mr. <br />Bohlmann abstained. <br />NEW BUSINESS <br />CMS 13-27: Chambers Funeral; 29150 Lorain Rd <br />Representatives: owner Dan Chambers, engineer Matthew Neff <br />Ms. Wenger said the proposal includes expanding the parking lot, adding lighting and making <br />landscaping improvemenfs. The applicant acquired the parcel of land along the northwest corner <br />of Stearns and Lorain Roads. The parcel is split zoned with the frontage zoned General Retail <br />Business and the rear area zoned Single Residence. All improvements are on the GRB portion of <br />the property. The funeral home has a need for additional parking and access. The existing <br />parking lot will be extended to the east and be interna?.ly connected. A right-in, right-out only <br />driveway along Stearns Road is proposed. The existing fence will be continued along the new <br />development area and will turn at the corner of the abutting residence property to provide <br />screening and preserve access to the undeveloped area for snow push and maintenance. Most of <br />the new parking is located behind the existing sound wall and will be minimally visible from the <br />right of way. A significant amount of greenspace at the Lorain-Stearns intersection has been <br />preserved and will be enhanced with additional landscaping, a decorative wall with water <br />features, and signage. Two ground signs are permitted as frontage along Stearns Road exceeds <br />600 feet. However, the ground signs must be separated by more than 200 feet. Variances are <br />required for side and rear yard parking setbacks however more detailed plans are needed in <br />regards to signage and lighting to determine zoning compliance. The flutter flags as shown are <br />prohibited by code and she would not support a variance to permit them. The water features need <br />to be amended to ensure they comply with Building Code Chapter 1345. Before exact variances <br />can be determined, the city needs a more detailed set of development plans. -
