<br />LANDMARKS COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR DECEMBER 14, 2015 <br />ROLL CALL <br />Chairman Neville called the meeting to order at 7:00 p.m. in Council Chambers. <br />Present: David Neville, Jim Dubelko, Tom Dubowski, Paul Schumann, Jim Morse, Duane <br />Limpert, Gretchen Schuler <br />Absent: Don Rerko <br />Staff: Director of Planning & Development Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, Clerk of Commissions Donna Rote, Permit Clerk Nicole Rambo <br />REVIEW AND APPROVAL OF MINUTES <br />Mr. Dubowski moved, seconded by Ms. Schuler, to approve the Landmarks Commission <br />minutes of October 19, 2015, motion passed 7-0. <br />NEW BUSINESS <br />CMS15-4974: Paul Accordino; 25747 Butternut Ridge Road <br />Proposal consists of a Certificate of Appropriateness for proposed pole barn and new driveway. <br />Ms. Wenger reviewed that the 25747 property has been before the commission many times under <br />different owners over the past few years. The current owner was before the commission in July <br />seeking a COA for a new porch which was granted. The applicant has returned to seek a COA <br />for a garage and driveway. <br />During staff review the following was noted; a garage for this site can't exceed 750 sq. ft. and a <br />storage structure cannot exceed 300 sq. ft. nor be higher than 12 ft. tall. The proposed structure <br />which is before the commission is about 1,344 sq. ft. and the drawing shows a second floor <br />which appears to be more than 12 ft. high. The plan submitted doesn't provide the distance <br />between the home and the structure or the distance from the rear and side yard lines to the <br />structure. The commission could be acting on an application which hasn't been granted <br />variances, if a COA was granted and variances denied it would require significant changes be <br />made to the structure. Therefore the applicant should submit detailed plans for review and if <br />variances are required go before the Building & Zoning Board of Appeals first, then based on the <br />outcome of the appeals board submit documents to Landmarks for a COA. This commission is <br />not a recommending body to the BZBA so it wouldn't be appropriate for the commission to <br />make suggestions on any of the variances which may or may not be required. On the other hand <br />BZBA determination will significantly affect what Landmarks will ultimately address. She <br />recommended the commission limit their review to the proposed colors and materials being used. <br />Mr. O'Malley concurred with the Planners observations and counseled the commission to invite <br />the applicant to be tabled until possible variances are concluded. Mr. Neville questioned if the <br />applicant was open to being tabled. Mr. Accordino said he would like to discuss the architectural
