,c
!_ .
LANDMARKS COMMISSION
CITY OF NORTH OLMSTED
MINUTES OF OCTOBER 19, 2015
ROLL CALL
Chairman Neville called the meeting to order at 7:00 p.m. in Council Chambers and led the
Pledge of Allegiance.
Present: David Neville, Jim Dubelko, Tom Dubowski, Paul Schumann, Jim Morse, Duane
Limpert, Gretchen Schuler
Absent: Don Rerko
Staff: Director of Planning & Development Kimberly Wenger, Assistant Law Director Bryan
O'Malley, Clerk of Commissions Donna Rote
REVIEW AND APPROVAL OF MINUTES
Mr. Dubelko moved, seconded by Mr. Dubowski to approve the Landmarks Commission
minutes of September 21, 2015, motion passed 7-0.
OLD BUSINESS
15-4246: North Olmsted Board of Education; 27501 Butternut Ridge Road
Representatives: attorney Christine Cossler, Chris Smith of TDA, North Olmsted City Schools
Director of Business Services Michael McDade
Mr. Neville recused himself from the discussion as he would be addressing the request as
President of the Olmsted Historical Society. Ms. Wenger summarized the commission's last
meeting on this application where a donation of $15,000 dollars was made to the Society to save
the Thompson house which prompted the commission to table the request so the group could
work out details of relocation. Since then, OHS and the schools have corresponded and copies of
the letters were distributed. Today, Superintendent Dr. Zalar made an offer to recommend the
board give $10,000 to OHS for the relocation subject to various conditions. Ms. Schuler asked
what would happen if the school board doesn't approve the donation mentioned in the letter. Mr.
O'Malley said the commission should not be involved with negotiations between OHS and the
school district. The commission's role is to review the application received. The applicant has
been cooperative in working with the commission by postponing the demolition to allow the
historical society an opportunity to raise the funds to move the home. The commission can grant
the certificate with the condition that the house is preserved. Mr. Schumann asked if a date
certain should be placed on the COA and felt placing a deadline date would be reasonable for
both parties. Mr. Neville said receiving the donation would provide the funds needed to move the
home. An April 1, 2016 deadline would be feasible if the weather cooperates. Mr. Dubelko said
city codes definition of demolition is either razing or removal and asked if the commission
should state the motion to grant the COA to move the building from the site and let the other
parties work out the details of ineeting the COA. Ms. Wenger felt such wording would be
appropriate as it would finalize the commission's involvement.
