PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF SEPTEMBER 9, 2015 <br />ROLL CALL <br />Chairman Malone called the meeting to order at 7:05 p.m. in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Greg Malone, Paul Schumann, Don Rerko, Thomas Patton, Julie Nader, Ralph <br />Bohlmann <br />Absent: David Anderson <br />Staff: Assist Law Director Bryan O'Malley, City Engineer Pietro DiFranco, Assist Building <br />Commissioner Daniel Russell, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of August 12, 2015, motion passed 6-0. <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of August 26, 2015, motion passed 5-0 as Mr. Bohlmann abstained. <br />NEW BUSINESS <br />15-4095; Morris Cadillac; 26130 Lorain Road <br />Representatives: manager Randy Phillips, Kurt Hanson <br />Mr. Malone read Ms. Wenger's report. The owner proposes to demolish two existing buildings a <br />small commercial plaza and a house to the west of the dealership. No structures are proposed as <br />the site will be used for inventory storage only. The storage lot will be connected to the <br />dealership with an access drive at the rear of the property where the grade is most compatible. A <br />retaining wall is required along most of the length of the shared boundary due to grade <br />differences. Stairs are provided for employees accessing the inventory lot from the dealership. <br />Sidewalks will be replaced, brick pavers installed in the tree lawn area and will match the <br />dealerships existing pavers. Landscaping is shown in the front yard setback and the south <br />portion of the west side yard setback both of which are required to be irrigated. A new tan 6-foot <br />high vinyl fence is shown along the north property line only. There are two residentially used <br />properties on Canterbury that back up to the project. The north appears to have a solid wood <br />fence and the south appears to have a chain link fence. As the side setback area is lawn only, the <br />applicant will need to provide sufficient buffering to screen commercial activity from the <br />neighbors. Perhaps continuing the vinyl fence along the residential portion of the side lot line <br />should be requested. Lighting is shown to match that which is installed in other areas of the <br />dealership. Pole heights must meet zoning code requirements and due to the close proximity of <br />the northwest light pole to residential property she recommends the pole be removed as the use <br />of the lot is storage only. Variances required are rear yard setback and display of inerchandise
