PLANNING & DES][GN COlVIMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF F'EBRUE1RY 11, 2015 <br />ROLL CALL <br />Acting Chair Nader called the meeting to order at 7:03 p.m. in Council Chambers and led the <br />Pledge of Allegiance. Present: Julie Nader, Don Rerko, Paul Schumann, David Anderson, Ralph Bohlmann <br />Absent: Greg Malone <br />Staff: Planning & Development Director Kimberly Wenger, Assistant Law Director Bryan <br />O'Malley, City Engineer Pietro DiFranco, Assistant Building Commissioner Daniel <br />Russell, Clerk of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Ms. Nader moved, seconded by Mr. Rerko, to approve the Planning & Design Commission <br />minutes of January 28, 2015, which passed 5-0. <br />NEW BUSINESS <br />CMS15-2638 - Pro Care VVe Care; 29420 I.orain Road <br />Representatives: applicant Nicole Magyar, property owner John Stare, architect Craig Dixon <br />Ms. Wenger said the proposal is comprised of building and site modifications. The property is <br />comprised of three parcels all zoned retail business which require consolidation. The site backs <br />up to residential property and is comprised of a two family dwelling and a garage. The applicant <br />proposes to build an addition onto the garage for the purpose of housing equipment for their <br />landscaping company. As the use of the garage will be for a business it becomes a commercial garage and reviewed under section 1139 and requires variances. A rear setback variance is <br />required for the proposed commercial use. The site currently has a gravel drive along the west <br />side of the home to the garage and a second single lane drive is proposed along the east of the <br />home which would connect to the existing drive. The east drive will provide access to the garage <br />and parking for employees piclcing up equipment. The gravel drive will be converted to concrete <br />as will the new east driveway. Brickscape is not required west of Stearns Road. There are a <br />number of trees proposed to be removed for the newly paved area. The site plan and elevation <br />plan conflict as the site plan shows grass and the architect's elevation shows gravel in the rear <br />setback. The garage will be refaced with siding and some of the doors will be removed or <br />relocated. No lighting is proposed other than wall packs on the garage. No signage is proposed. <br />Mr. Russell said a 36 foot variance is required as code requires a 50 foot setback and a 14 foot <br />setback is shown. The parking service area is required to be defined by continuous concrete <br />curbing, no curbing is showm. Parking areas of 20 spaces or less are required to have one two <br />lane driveway 18' to 24' wide and only one single lane is provided. A photometric plan and <br />lighting cut sheets are required to determine if there is any lighting spillage or variances for <br />lighting required. He reviewed other information required to be submitted.
