PLAlotNING & DESIGlV COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF DECEMBER 14, 2016 <br />I20LL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, David Anderson, Tom Patton, Don Rerko, Julie Nader (arrived late) <br />Absent: Paul Schumann, Darrick Matthews <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, Assistant City <br />Engineer David Bradt, Planner James Aspery <br />REVIEW ANI) CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the Planning & Design <br />Commission minutes of October 12, 2016, motion passed 4-0. <br />OLD BUSINESS <br />16-6183; Ganley VW Lot Consolidation; 25730 Lorain Itoad <br />Ms. Wenger stated that the Ganley VW development project was approved by Council along <br />with the rezoning in Ordinance 2016-75. The development project was conditioned upon the lot <br />consolidation and the rezoning of the parcel needed to be approved first to avoid consolidating <br />differently zoned parcels. Ms. Wenger stated that the applicant was not required to attend the <br />meeting since the approval was for administrative purposes. Mr. O'Malley suggested that the <br />conservation easement be shown on the plat or accompany the plat for recording and be a <br />condition of the approval of the lot consolidation. <br />Bruce Bruehler, 4440 Root Road, was concerned that the consolidated parcel would have <br />frontage on Lorain, Root, and Ranchview Roads. He was concerned that more entrances and <br />exits could be built on the residential side streets. He was unsure what the effect would be on the <br />City if Ganley decides to move and leave the twelve-acre parcel. Ms. Wenger clarified that <br />"frontage" means the property abuts the public right of way, but it does not grant access to those <br />streets. She added that the City code requires consolidation for residential and commercial <br />developments when multiple parcels are being co-developed. She explained how setbacks, lot <br />coverage, and parking are based on the parcel so they need to be consolidated. Mr. Malone added <br />that there are no curb cuts shown on Ranchview or Root Roads for this project, therefore any <br />curb cuts would have to be reviewed by the commission. Mr. Bruehler was concerned that curb <br />cuts may be able to be installed in the future which could negatively impact the traffic on the side <br />streets. Mr. Bruehler believed the setbacks along Lorain Road should be increased. <br />Mr. Malone moved, seconded by Mr. Anderson, to approve 16-6183; Ganley VW Lot <br />Consolidation; 25730 Lorain Road consisting of consolidating four parcels (PPN 232-34- <br />010, 232-34-016, 232-34-017, 232-34-052) resulting in a single parcel of 12.5923 acres <br />(11.3747 exclusive of R/VV) with frontage on Lorain Road, Ranchview Avenue and Root
