n <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF SPECIAL MEETING OF JUNE 29, 2017 <br />ROLL CALL <br />Ms. Nader called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Julie Nader, Darrick Matthews, Tom Patton, Paul Schumann <br />Absent: Dave Anderson, Greg Malone, Don Rerko <br />Staff: Assistant Law Director Bryan O'Malley, Planner James Aspery, Administrative Assistant <br />Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Schumann moved, seconded by Mr. Matthews, to approve the Planning & Design <br />Commission minutes of May 24, 2017, motion passed 4-0. <br />OLD BUSINESS <br />17-8432; North Olmsted Evangelical Friends Church; 5665 Great Northern Boulevard <br />Representatives: John Swidrak, AODK Architecture <br />Mr. Aspery stated that the proposal consists of a building addition, parking lot expansion with <br />relocated lighting and site work. The property is zoned One Family Residence A. Churches are a <br />conditional use in residence districts; a conditional use permit is required. A special permit <br />allowing an alteration to a nonconforming building from the BZBA is required. At the May 24th <br />Commission meeting, it was discovered that the proposed site plan did not accurately show <br />existing yard setbacks. The error in the site plan along with feedback from Commission members <br />and neighbors resulted in the project being tabled until corrected plans could be provided. While <br />a full survey has not yet been produced, the revised plans submitted were based upon <br />background information provided by a surveyor. A full survey will be required when the <br />applicant submits drawings for permit. A 10,000 square foot building addition is proposed to the <br />north and along the west fagade of the existing building. The addition will be set back 50 feet <br />from the rear property line, consistent with previous approved variances. However, a variance is <br />still required pertnitting an addition to a nonconforming building that does not conform to <br />setback requirements. Building materials and colors are to match the existing structure. Parking <br />will be expanded to the north, maintaining a total parking count of 212 spaces. Continuous <br />concrete curbing will be provided. Two existing light poles will be relocated to the new <br />landscape island in the expanded parking area. They will be re-lamped with the other existing <br />poles to remain unchanged. A photometric plan has been submitted which appears code <br />compliant. Other site improvements include new concrete walkways and a dumpster enclosure in <br />the parking lot near the northeast corner of the building, consisting of a concrete slab and a six- <br />foot high white vinyl fence. The new parking lot islands will be landscaped to match the existing <br />materials. New ornamental landscaping is provided in beds adjacent to the new building <br />addition. Additional changes have been made to the landscaping plan in order to improve
