PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF APRIL,26, 2017 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Don Rerko, Julie Nader, Paul Schumann, Darrick Matthews, David <br />Anderson, Tom Patton <br />Staff: Assistant Law Director Bryan O'Malley, Planner James Aspery, Administrative Assistant <br />Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF NIINUTES <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the Planning & Design <br />Commission minutes of March 22, 2017, motion passed 7-0. <br />NEW BUSINESS <br />17-7888; True North; 25199 Lorain Road <br />Representative: Rick Turner, Diamond Z Engineering <br />Mr. Aspery stated that this proposal consists of a new convenience store building, a gas island <br />canopy addition, and site changes to the existing Shell gas station and True North convenience <br />store. The property is zoned General Retail Business. The applicant is proposing to demolish the <br />existing building and construct a new 3,840 square foot sales building slightly north of the <br />existing footprint. The building consists primarily of red brick with limestone window accents, <br />tan EIFS banding along the eave line, and slate-colored shingles. Gooseneck light fixtures are <br />proposed along the EIFS band near the eave line. Large, glazed windows are shown on the west <br />and north elevations. A gabled main entrance is shown on the west elevation with aluminum trim <br />matching the fascia color. Dumpster enclosure details have been provided. The dumpster will be <br />enclosed by a six-foot high masonry enclosure and gated by a six-foot high cedar plank entry <br />gate painted to match the building brick color. Proposed site work includes the closing of a curb- <br />cut along the northwestern property line, installation of brick pavers along Lorain Road from the <br />east property line to north driveway on Great Northern Boulevard, relocated light poles and <br />increased parking. The proposed curb alteration shifts the northeast curb-cut to the west by <br />approximately 45 feet while creating a continuous curb around the Lorain Road/Great Northern <br />Boulevard bend. New irrigated landscaping is proposed in all three beds along Great Northern <br />Boulevard and Lorain Road. Four new plant species are proposed in the planting schedule; three <br />existing species will be replanted. A mulch bed will line the entire eastern property line and <br />northeastern bed. Rocks and unspecified "seasonal color" will line the western and central beds <br />along with the full planting schedule. More clarification is needed from the applicant regarding <br />the seasonal color plan note. The applicant is proposing to add one pump to the gas island <br />canopy and extend the existing canopy to cover this addition. A new canopy deck and <br />illuminated fascia banding will be installed on all sides. A ten-foot parking setback variance is
