PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MARCH 8, 2017 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Don Rerko, Julie Nader, Paul Schumann, Darrick Matthews <br />Absent: David Anderson, Tom Patton <br />Staff: Assistant Law Director Bryan O'Malley, City Engineer Pietro DiFranco, Planner James <br />Aspery, Administrative Assistant Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of February 22, 2017, motion passed 5-0. <br />NEW BUSINESS <br />17-7884; McCaffertvBeach LLC; 30980 Lorain Road <br />Representatives: Peter Zwick, 15051 East River Rd, Columbia Station, OH; Sue Beach, owner of <br />Owen McCafferty <br />Mr. DiFranco stated there are no significant issues with the proposal. There is parking that would <br />cross the proposed property lines that should be removed to meet setback requirements and <br />names need to be added below the signature lines on the plat. Mr. O'Malley pointed out that the <br />commission needs to look at the lots to make sure they conform to the codes and to be miridful of <br />the non-conforming statuses that would be created. <br />Mr. Zwick stated that the asphalt would be removed to the setback line. Mr. Schumann asked <br />about the area marked "unknown ownership" on the plan. Mr. Zwick stated that the surveyor <br />found that the deeds show the Owen McCafferty property falls short six feet of the subdivision <br />property line. He believed that an interurban railroad used to run through the area and it may <br />have been intended for that use. He added that the lot split would not be affected since the <br />owners are not trying to claim the property. Mr. Schumann clarified that the proposed drainage <br />easement would run into an existing ditch which flows north. Ms. Nader asked how many <br />parking spots would be removed. The setback from the new property lines would remove about <br />six spaces. Mr. Aspery stated that a minor change will need to be submitted to show where the <br />accessible space will be relocated. Mr. Zwick stated that the accessible parking spot can be <br />moved to the north entrance of the building. Mr. Schumann clarified that the new zoning update <br />would not affect the lot split, but would impact the future development of the new parcel. <br />Ms. Nader moved, seconded by Mr. Rerko, to app .rove 17-7884; McCaffertyBeach LLC; <br />30980 Lorain Road, to split the 3.326 acre parcel into two parcels of 2.269 acres (2.131 <br />acres exclusive of R/W) and 1.057 (0.919 acres exclusive of R/W), both with 150.00'
