PLAIVNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MEETING OF JULY 26, 2017 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Julie Nader, Darrick Matthews, Dave Anderson <br />Absent: Don Rerko, Paul Schumann, Tom Patton <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, Administrative <br />Assistant Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning 8i Design <br />Commission minutes of June 29, 2017, motion passed 4-0. <br />NEW BUSINESS <br />17-9006; T-Mobile; 25151 Brookpark Road <br />Representative: John Sindyla, 7425 Royalton Road, North Royalton, OH <br />Ms. Lieber stated that this proposal consists of installing new wireless telecommunications <br />equipment on the roof of the Westbury Apartments. Nine antennae will be added to the rooftop <br />in three groups of three antennae each. The mechanical equipment will be housed in a room on <br />the top floor of the building. The proposed facilities are considered a conditional accessory use <br />under 1151.04(c)(2). This section pertains to buildings where three or more antennae already are <br />installed. There are a number of installations existing on the roof, although the exact number of <br />carriers and active wireless facilities is not known. During staff review, the applicant was <br />requested to provide a roof plan showing the complete scope of equipment currently on the roof, <br />as well as a photo rendering of what the installation would look like from ground level. Both <br />have been provided. The demolition plan provided shows some abandoned and obsolete <br />equipment from previous carriers to be removed. She recommended that the Commission make <br />removal of obsolete equipment a condition of approval for the project. It would also be helpful to <br />know what carriers have an active presence on the rooftop. While the city has approved wireless <br />installations in the past for this location, they are not always informed when a carrier leaves, so <br />this information would allow them to update their records. <br />Mr. Sindyla's firm represents all of the telecommunication carriers in the Cleveland area. A <br />previous Clearwire project revealed some obsolete towers that were not removed at the time and <br />since then Verizon and AT&T have left the building. The applicant will remove these obsolete <br />towers so that they will not be visible from the ground. The other antennae on the rooftop are <br />outside of the project scope and Mr. Sindyla is unsure which antennae are still being used. Ms. <br />Nader clarified that there is not much of a parapet on the top of the building, Mr. Sindyla said it <br />is only a few inches tall, if there is one. The commission had additional discussion about removal
