W' - > <br />PLANNING & DESIGN COMMISSION <br />CITY OF.NORTH OLMSTED <br />MINUTES FOR MEETING OF SEPTEMBER 13, 2017 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Julie Nader, Dave Anderson, Don Rerko, Tom Patton, Darrick Matthews, <br />Paul Schumann <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, City Engineer <br />Pietro DiFranco, Administrative Assistant Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the Planning & Design <br />Commission minutes of August 23, 2017, motion passed 7-0. <br />NEW BUSINESS <br />17-8799; Blue Falls Car Wash; 23459 Lorain Road <br />Representatives: Jeff Certo, architect, 26031 Center Ridge Road, Westlake, OH; Dominic Umek, <br />Blue Falls Cax Wash, 14575 Lorain Avenue, Cleveland, OH <br />Ms. Lieber stated that this proposal consists of a new car wash facility. The property is zoned <br />General Retail Business. The site is comprised of three parcels in an L shape, two fronting on <br />Lorain Road and one fronting on Clague Road. Lot consolidation is required prior to permits <br />being issued for construction. The former Reehorst Cleaners building will be demolished and a <br />new building and site improvements will be constructed for Blue Falls Car Wash, a permitted use <br />in the district. The building is composed of an EIFS panel system over a stone base with <br />storefront glass, decorative louvers, metal fascia and an acrylic roof.system. Vacuum stations are <br />proposed along the eastern drive aisle. The configuration of the site presents a challenge to meet <br />required setbacks for buildings and parking areas. The applicant is requesting variances for front <br />building setback and side building setback (canopy), as well as yard setbacks in the front and <br />both side yards. While the variances appear numerous, the, applicant has added green space to the <br />property and positioned the building in a manner that is appropriate to the context of area of the <br />city that has smaller lots and smaller setbacks from the street. Ornamental landscaping is <br />provided around the perimeter of the site and adjacent to the building. Evergreen buffering is <br />shown along the south property line adjacent to multi-family residential property (which is zoned <br />commercial) along with a six-foot high solid white vinyl fence. Landscape irrigation is provided. <br />Parking is sufficient for the proposed use. Access is provided from both Lorain and Clague <br />Roads. Both are full access. The Lorain Road curb cuts is three-lane, while Clague Road drive is <br />two-lane. The Commission can approve the three-lane drive onto Lorain Road. A masonry <br />dumpster enclosure is proposed im the southwest corner of the site. Brick pavers are provided in <br />the treelawn along Lorain Road. New site lighting is proposed. Illumination levels are generally <br />low and meet code requirements. Signage will also require variances for number of ground sign$
