PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MEETIIr1G OF OCTOBER 11, 2017 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Dave Anderson, Tom Patton, llarrick Matthews, Julie Nader <br />Absent: Don Rerko, Paul Schumann Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, City Engineer <br />Pietro DiFranco, Administrative Assistant Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission minutes of September 27, 2017, motion passed 5-0. <br />NEW BUSINESS <br />17-9546; Swensons Restaurant; 27175 Lorain Road <br />Representatives: Jeff Flowers, Swensons CEO, 680 East Cuyahoga Falls Avenue, Akron, OH; <br />Brie Carlson, Starr Design; Robert Cash, Cardno, Civil Engineer <br />Ms. Lieber stated that the existing restaurant and site improvements will be demolished to <br />construct a new 1,716 square foot building and facilities for a drive-in restaurant. Patrons will <br />not enter the building, rather they will be served while remaining in their vehicles. The building <br />is composed mainly of brick with.metal panel accents, glass and a metal canopy. The applicant <br />received a number of variances for signage. Menu boaxds will be installed on the building. One <br />main ground sign, designed as a planter, is at the Lorain-Dover Center intersection. A second 3- <br />foot high directional sign is south of the Dover Center Road entrance. Two full access curb cuts <br />are proposed, one on each roadway frontage. Code requires curb cuts to be a minimum of 250 <br />feet from existing driveways and intersections but the Commission can approve a lesser distance <br />if this is infeasible. There is no location on the property that would comply with these access <br />management standards, so waiving the requirement is recommended. The applicant located <br />driveways as far as possible from the intersection while maintaining internal traffic circulation. <br />This circulation is important because patrons must face the front of their vehicle toward the <br />building to signal for service. Patrons parking across the drive aisle from the restaurant will have <br />to back in to parking spaces, so sufficient aisle width is critical. The size and shape of the lot <br />created challenges for meeting setbacks, which are greatest in the B-3 General Business District <br />and are increased for corner lots. Also, because the restaurant is a drive-in rather than offering <br />inside seating, the parking lot functions as the restaurant seating area. Setback variances were <br />granted for the building and most yards. In return, the applicant has taken effort to add <br />landscape, hardscape and other aesthetic features that will make this project a positive addition to <br />North Olmsted. Brick pavers are proposed in the treelawn area running between the two curb <br />cuts. The front yard setback area is planted with landscaping and also contains a low three-foot
