LA1vTDMARKS COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR DECEMBER 12, 2016 <br />ROLL CALL <br />Mr. Neville called the meeting to order at 7:00 pm in Council Chambers. <br />Present: Tom Dubowski, Jim Morse, Duane Limpert, Jim Dubelko, David Neville, Gretchen <br />Schuler <br />Absent: Paul Schumann <br />Staff: Planner James Aspery, Administrative Assistant Nicole Rambo-Ackerman <br />Mr.Morse anoved, seconded by Mr. Dubowski, to excuse Mr. Schumann from the meeting, <br />motion passed 6-0. <br />REVIEW AND APPROVAL OF MINUTES <br />Mr. Dubowski moved, seconded by Mr. I)ubelko, to approve the Landmarks Commission <br />minutes of November 14, 2016, motion passed 6-0. <br />COMMUle1ICATIONS <br />Centennial Home Pa-ogram <br />Mr. Neville thanked Mr. Dubelko for his research on the project, it has been inspiring. Mr. <br />Neville stated that he began his research and became frustrated with the process and was open to <br />suggestions regarding furthering his research. Mr. Morse stated that he had the OHI forms from <br />the City's records which had pretty reliable information. The group discussed the OHI process. <br />There was discussion regarding Clague Road extension opening around 1900 and how Mr. <br />Dubelko discovered that a house was moved. Mr. Dubelko offered to assist with research for <br />members who are stuck on a few properties. Mr. Neville suggested walking through his area and <br />determining which homes could be in the program based on the construction. Mr. Dubelko stated <br />that the commission needs to determine that the home was standing by 1916, not necessarily the <br />specific built date. Discussion regarding county tax archive accuracy. Mr. Dubelko suggested <br />lining up the architecture with the approximate era of the date it was built. He also suggested <br />sending out letters to the homeowners with homes built before 1916 based on the OHI forms. <br />Mr. Morse suggested using Zillow.com to start the search because it aggregates information from <br />a few sources, but it does not show previous owners. The group discussed various challenges to <br />research. Mr. Limpert suggested going through the inventory on the auditor's site to see what <br />could qualify for the program. Mr. Dubelko reviewed the county archives, two sets of tax records <br />from the 1930s and 1960s. The 1930s cards are sorted by street so a group can be reviewed at the <br />same time. He suggested trying to match up the homes on the cards with the 1903 and 1920 <br />maps, though there are some discrepancies between the maps. <br />Mr. Aspery stated that he will revise the letter to be sent to the homeowners to state that the <br />house "may" qualify for the Centennial Home Program and having the owners verify the date <br />built. Mr. Morse suggested having two separate letters for the homes that definitely qualify and
