a <br />BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES FOR THE MEETING OF SEPTEMBER 11, 2017 <br />ROLL CALL <br />Chairman Raig called the meeting to order at 7:02 pm in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Michael Raig, Bob Papotto, Ralph Mackey, Eric Allain <br />Staff: Law Director Michael Gareau, Jr., Planning and Development Director Kim Lieber, <br />Assistant Building Commissioner Dan Russell, Planner James Aspery, Administrative Assistant <br />Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Allain moved, seconded by Mr. Papotto, to approve the Building & Zoning Board of <br />Appeals minutes of August 21, 2017, motion passed 4-0. <br />RESIDENTIAL REQUESTS <br />17-8974; Masoud Yousef: 6680 Maplehurst Road <br />Representatives: Naim Yousef, owner's son <br />Proposal consists of a rear yard fence on a corner lot. The property is zoned One Family <br />Residence B. Applicant was tabled at July 3, 2017 meeting. The following variances are <br />requested: <br />1. A 42 in. variance for a 6 ft. high fence placed in the neighbor's front yard setback; code <br />permits 30 in., applicant shows 6 ft., Section 1135.02(F)(2). <br />2. A variance for a board on board fence to be placed in the neighbor's front yard setback; code <br />requires 50% open fence, applicant shows board on board, Section 1135.02(F). <br />Mr. Aspery stated that the property is located at the corner of Maplehurst and Magnolia Drives <br />with frontage on Maplehurst. A new solid 6-foot high fence would enclose most of the back yard <br />area, with a portion of the fence extending into the western neighbor's front yard setback. Code <br />allows a fence in the front building setback (50 feet) so long as it is 50% open and no more than <br />30 inches high. As such, variances are required for the fence height and composition. Mr. Yousef <br />stated that the neighbor's fence is six feet high and he believed a 30-inch fence would look <br />unattractive and not fit in with the rest of the neighborhood. The owners enjoy gardening and <br />want to deter deer from entering their yard. Mr. Mackey pointed out that the neighbor's fence is <br />a closed fence and the proposed fence would be similar. Mr. Raig noted that the fence would be <br />parallel to the road and would not impair the visibility of drivers. <br />Mr. Mackey moved, seconded by Papotto, to grant the following variances for 17-8974; <br />Masoud Yousef; 6680 Maplehurst Road: <br />1.
