LANDMARKS COMMISSION <br />CITY OF NORTH OLMSTED <br />MINTUES FOR MEETING OF JULY 9, 2018 <br />ROLL CALL <br />Mr. Neville called the meeting to order at 7:00 pm in Council Chambers. <br />Present: David Neville, Sarah Egan-Reeves, Elizabeth Cardarelli, Tom Dubowski, Gretchen <br />Schuler <br />Absent: Jim Morse, Kevin Kearney, Paul Schumann <br />Staff: Planning and Development Director Kiin Lieber, Assistant Law Director Bryan O'Malley, <br />Planner James Aspery, Administrative Assistant Nicole Rambo-Ackerman <br />Ms. Schuler moved, seconded by Mr. Dubowski, to excuse the absences of Mr. Morse, Mr. <br />Schumann and Mr. Kearney, motion passed 5-0. <br />REVIEW AND APPROVAL OF MINUTES <br />Mr. Dubowski moved, seconded by 1VIs. Schuler, to approve the Landmarks Commission <br />minutes of June 11, 2018, motion passed 5-0. <br />COMMUNICATIONS <br />Centennial Home Program <br />Mr. Aspery reviewed the statistics from the initial round of homes that were researched for the <br />program in 2017: 225 homes were researched, 14 were approved, 119 were determined to be <br />ineligible, 66 remain eligible and 26 need to be confirmed. He provided street assignments and <br />asked members to research the homes in their areas to determine if any are eligible for the <br />program. Members should seek to create a historic profile or summary for their respective streets <br />or neighborhoods. Any interesting facts, observations or stories should be shared with the <br />Commission and staff inembers to be shared on the City's website and Facebook page. He <br />highlighted homes on the spreadsheets that may be of interest but the cominissioners are allowed <br />to expand their research. Mr. Neville added that some of the property owners may know some of <br />the history of their property and may be good resources. Mr. Neville said 29592 Lorain Road <br />was demolished for the fire station. <br />Chapter 165/Historic District Map Updates <br />Ms. Lieber reviewed the proposed changes. Unused and unnecessary definitions have been <br />eliminated and the sections have been reordered. The notice provisions were amended so <br />certified mail is not required to inake it consistent with notice provisions for other boards and <br />commissions. A section was added that creates a process to modify the boundaries of an existing <br />historic district. Exempted activities were added. Language regarding required maintenance was <br />added along with penalties for not following proper demolition procedures. The COA process <br />and determinations are now the saine whether the building is a landmark or located in a historic <br />district. Separate sections were created for construction and alterations and demolition. <br />Demolition criteria has been expanded including specific standards if an applicant is claiming
