PLANNING & DESIGIvT COMMISSION <br />CITY OF NO12TH OI,IVISTED <br />MINUTES OF APRIL 25, 2018 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Julie Nader, Dave Anderson, Darrick Matthews, Paul Schumann, Don <br />Rerko <br />Absent: Tom Patton <br />Staff: Planning Director Kim Lieber; Mark Weston, NOFD; Administrative Assistant Nicole <br />Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINU'TES <br />Mr. Malone moved, seconded by Ms. Nader, to appa-ove the Planning and Design <br />Commission mfnutes of IVIarch 28, 2018, motion passed 6-0. <br />NEW BUSINESS <br />18-10848; Stvle Assoeiates Salon: 23565 Lorain Road <br />Representative: Suzanne French, 23565 Lorain Road, North Olmsted, OH <br />Ms. Lieber reported that the proposal consists of a conditional use permit for accessory tattooing <br />services in the B-1 Local Business District. Style Associates Salon proposes to offer <br />microblading services, which is semi-permanent makeup application. The applicant has included <br />a narrative of their business proposal in their submission to provide more information about what <br />this service entails. The Commission should apply the general standards found in Chapter 1118 <br />of the Zoning Code. In addition, specific conditional use standards are included in the code for <br />tattoo establishments. The use shall be located at least 3,000 feet, measured lot line to lot line, <br />from the nearest tattoo, branding, hookah lounge, drug paraphernalia, smoking establishments. <br />The use shall also be located within a commercial shopping center building with the combined <br />floor area of all businesses being 30,000 square feet or more. The salon is located in Brendan <br />Plaza at the corner of Lorain Road and Brendan Lane. The two building plaza has just over <br />10,000 square feet, so it falls short of the criteria for business floor area. Also, it does not meet <br />the separation requirement of 3,000 feet to the nearest tattoo establishment. The applicant <br />indicates the parcel is approximately 1,500 feet from Classic Tattoo at 23900 Lorain Road. Only <br />City Council can waive specific conditional use requirements. Unlike a shop dedicated to <br />tattooing or piercing, microblading is one aspect of the salon business practice. Ms. Lieber <br />suggested that a provision be incorporated into a waiver of the conditional use requirements that <br />microblading is permitted solely as an accessory use to the main use of a salon. <br />Ms. French said she intends to only do cosmetic microblading tattooing. She will need to be <br />approved by the Cuyahoga County Board of Health and will be inspected regularly. Mr. Rerko <br />suggested that microblading be specified in the motion.
