Crook called the meeting to order at 5:35 p m. <br />PRESENT: Chairman J. Crook, J. Werner, J. Nader, T. Ulewicz, G. Malone <br />ALSO PRESENT: Planning Director Wenger, Building Commissioner Conway <br />II. REVIEW AND CORRECTION OF MINiJTES: <br />Board members offered their written corrections to the minutes. <br />J. Crook moved to approve the minutes of September 21St, as amended. J. Nader seconded the <br />motion, which was unanimously approved. <br />III. OLD BiTSINESS: <br />Emerald Village (Catholic Charities); 30344 Lorain Road (WRD 3): <br />Proposal consists of construction of a Senior Housing development. Note: PC addressed the <br />proposal on September 13, 2005. ARB tabled the proposal on September 215t <br />Representatives for Emerald Village included architect George Berardi and Ken Hendershott. <br />Mr. Berardi presented revised plans to the Board and reviewed a list of items that were to be <br />resolved from the last meeting. <br />Mr. Berardi said Larry Murtaugh with Catholic Charities had met with the Metroparks to discuss <br />the issue of building encroachment onto a deed restricted area. Initial discussions seemed to be <br />leading towards a positive resolution. <br />Meandering walking paths were added around the rear of the property for resident use, including <br />stopping areas with benches, vegetable and flower gardens. The path will be 6 foot wide asphalt <br />and may include a future connection point to the neighboring church property. The flower and <br />vegetable gardens will be designed with the input of facility residents. Part of the green space <br />will be used as a stormwater detention area. The Board requested that the shape of the detention <br />area curve along with the walking path to avoid a box-like depression. <br />Conversations have begun with RTA regarding the addition of a bus stop at the facility. The <br />applicant will continue to pursue petitioning for a stop at this site. <br />Enclosures for mechanical units such as the chiller, transformer, generator and dumpster will be <br />masonry enclosures of 10 feet in height with board-on-board gates. They will also have <br />landscape screening. Much discussion was had on the configuration of the rear drive, service <br />and parlcing areas in order to keep the carport out of the utility easement, screen the mechanical <br />units, and provide greater green space adjacent to the building. Mr. Berardi will reconfigure the <br />area to best achieve these goals.
