Crook called the meeting to order at 5:38 p.m. <br />PRESENT: Chairman J. Crook, Board Members: J. Nader, T. Ulewicz, G. Malone <br />ALSO PRESENT: Planning Director K. Wenger, Planning Secretary L. McNabb: <br />ABSENT: J. Werner <br />II. REVIEW AND CORRECTION OF MINUTES: <br />J. Crook moved to approve the minutes of May 18, 2005 with the correction to the Carpet & Tile <br />Liquidators that honey locust bushes be changed to honey locust trees, J. Nader seconded the <br />motion. Crook, Ulewicz, Malone - yes, Nader abstained. <br />J. Crook was nominated as Chairman and J. Nader was nominated as Vice Chair, which was <br />unanimously approved. <br />III. OLD BUSINESS <br />IV. NEW BUSINESS <br />Dairv Queen Restaurant, 24579 Lorain Road (WRD 4): <br />Proposal consists of exterior modifications to the existing building including landscaping. The <br />Planning Commission tabled this proposal on July 12, 2004 pending recommendations from the <br />Architectural Review Board. <br />The Board started the meeting without a representative from Dairy Queen. Ms. Wenger reported <br />the proposal had previously been reviewed in a pre-submission conference. Recommendations <br />were made to extend the landscaping in the queuing island, and to address safety and drive <br />through circulation issues, as well as to remove additional signage on the east elevation. <br />Removal of the blue neon rope lighting was recommended. Preserving of brick instead of the <br />proposed EIFS was suggested. The Planning Commission was looking to the ARB for guidance <br />on signage. <br />Mr. Crook is somewhat concerned by the Lorain Road entrance. He reported that the one way <br />aisle is not being enforced as people still travel the wrong way down the aisle by the drive <br />through. He questioned if the curb could be enlarged to direct traffic and also suggested adding <br />additional landscaping to help soften the look. He felt this could help channelize this area to help <br />enforce the one way drive lane by Dairy queen, as well as help stacking onto Lorain Road. In <br />terms of the building, he appreciates the idea that the applicant desires to do away with the old <br />look and create an entirely new look. <br />Mr. Ulewicz questioned the three lots and asked if they owned by three different owners. Ms. <br />Wenger described the history of the development including lot consolidation, rezoning request, <br />and ultimate court settlement. The parking issue was discussed, namely the spaces in the south <br />portion of the lot and the configuration of the parking lot. Ms. Wenger indicated the parking
