(h ? ,1 <br />CITY OF NORTH OLMSTED <br />LANDMARKS COMMISSION <br />HELD IN OLD TOWN HALL <br />SEPTEMBER 12, 2005 <br />MINUTES <br />I. ROLL CALL: <br />Chairman Lang called the meeting to order at 7:10 pm. <br />PRESENT: Chairman J. Lang, Commission members; B. Lord, T. Schock, M. Davis, and P. <br />Schumann. <br />ABSENT: Commission members; P. Barker, D. Rerko, L. Thogmartin and R. Bohlmann <br />H. REVIEW AND CORRECTION OF MINUTES: <br />Mr. Schock indicated that his comment about future utilities being placed underground should be <br />stricken as it was meant for the Miller's shed discussion. Page 3 of the minutes should read <br />Cleveland Restoration Society Awards Ceremony. <br />B. Lord moved to approve the August 8, 2005 Landmarks minutes as corrected. M. Davis <br />seconded the motion which was unanimously approved. <br />III. RECEPTION OF VISITORS: <br />SITES student Drew Tedick was present to meet Landmarks Commissioners. <br />NEW BUSINESS: <br />Mr. Lang indicated that he approved a minor change for a home along 27570 Butternut Ridge Road <br />which was for installing a concrete driveway which is required by city codes. <br />Mr..Lang advised that while driving along Butternut he noticed a little yellow bungalow home was <br />undergoing a roof change. As he did not remember the roof going before the commission he stopped <br />to inquire about it and found that it did not need to go before the commission. <br />The home at 26487 Butternut had fiirring strips on either side and up the center of the chimney. <br />There was a lift truck in front of the house and looked to him like they were getting ready to paint <br />the house which is fine unless it is a bizarre color. So he kept his eye on the home and now the <br />chimney is totally covered by what appears to be either concrete or stucco panels up to the cap. He <br />inquired if a building permit was pulled and was told that one could not be found and it was not sure <br />if a permit was required. As it is on Butternut he is not sure that something of that nature should be <br />allowed without a permit or going before the commission and he felt the commission should be <br />aware of it taking place. <br />Mr. Lang advised that the special meeting which has been called addresses roof replacements for <br />two homes along Butternut. Due to the fact that there are issues with both roofs leaking the Building <br />Commissioner has written a letter authorizing both homeowners to be granted building permits to fix <br />their roofs without a letter of appropriateness or meeting with Landmarks under Ohio Building Code <br />1563. Therefore, since the permits have been granted the roofing will be completed and there is no <br />need for an emergency meeting. Although he was advised by the clerk that Mr. Boyle also wanted <br />to address the board regarding changing his aluminum siding to vinyl siding. He was not sure if the <br />special meeting could still be held but once it was determined the applicant as well as board <br />members would be notified. Commissioners voiced their frustrations over items not being required to go before them if building <br />permits are not required. Although they understand the Building Department would have no way of <br />knowing unless an owner came in for a permit. Mrs. Lord questioned if a owner is required to pull a <br />permit to work on their chimney and if they are would chimneys be within their jurisdiction. Mr.
