PLANNING & DESIGN COMIVIISSION <br />CITY OF NORTH OLIVISTED <br />MINUTES FOR SEPTEMBER 10, 2008 <br />ROLL CAI,L <br />Mr. Lasko called the meeting to order at 7:30 p.m. in Council Chambers and led the Pledge of <br />Allegiance. The Commission observed a moment of silence in memory of the anniversary of <br />September 11. <br />Present: John Lasko, Angela Williamson, Greg Malone, Melissa Meredith, Jim Cotner, Don <br />Rerko, Ralph Bohlmann <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, Assistant <br />Building Commissioner Dale Mitchell, City Engineer Dan Collins, Clerk of <br />Commissions Donna Rote <br />REVIEW AND CORItECTION OF MINUTES <br />Mr. Lasko moved, seconded by Mr. Malone, to approve the Planning & Design Commission <br />minutes of August 27, 2008 as written, which was unanimously approved 6-0. Mr. Bohlmann <br />aUstained. <br />NEW BUSINESS <br />COMS08-10: B1ueStar Metal Recvclin2; 28820 Lorain Road (Ward 1) <br />Representatives: Bill Ivancic, Vice President of B1ueStar; Ted Altfeld, President of B1ueStar; <br />Jason Mould, architect <br />Mr. Laslco reviewed the proposal consisted of renovating an existing service station and noted <br />that a conditional use permit was required. Ms. Wenger said the renovations were to <br />accommodate a recycling collection center and included site improvements. The building will be <br />repainted brown and will be modified to allow a drive through operation. The landscape plan <br />shows planting sizes and quantities, for the new plantings in the front setbaclc and around the <br />building. The photometric plan was updated. The new site plan includes a 10-foot sideyard <br />setbaclc in the area of the new concrete along the rear towards the new split face block dumpster <br />enclosure. The existing parlcing lot is to be restriped and one ground and one wall sign are <br />shown. She recommended the commission consider appropriate conditions for the conditional <br />use permit such as limiting hours of operation and requiring overhead doors to be kept closed. <br />Mr. Mitchell said that the applicant had made recommended changes and now meets zoning code <br />requirements. Mr. Collins said final drawings require a registered engineer's stamp. Plan C-2 <br />shows grading and is missing storm water inlets or catch basins which will need to be addressed <br />during detailed engineering drawings. Mr. O'Malley reviewed how the commission should <br />proceed with their review of the conditional use permit and development plans. <br />Mr. Ivancic said the business would be a drop off center only; they do not store or recycle any <br />items at the location.
