? <br />PI.ANNING & DESIGN COMMISSION <br />CITY OF NO1ZTH OLMSTEI) <br />MINUTES OF APRIL 9, 2008 <br />ROLL CALL <br />Mr. Lasko called the meeting to order at 7:40 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Lasko, Ralph Bohlmann, Angela Williamson, Greg Malone, Melissa Meredith, <br />Don Rerko <br />Absent: Jim Cotner <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, Building <br />Commissioner David Conway, City Engineer Dan Collins, Clerk of Commissions <br />Donna Rote <br />REVIEW AND CORRECTION OF 1VIINUTES <br />Mr. Malone requested the minutes be amended to clarify his landscape recommendation. <br />Mr. Laslco moved, seconded by Mrs. Meredith, to approve the Planning & Design Commission <br />minutes of March 26, 2008, as amended which was unanimously approved 6-0. <br />OLD BUSINESS <br />COMS07-0029: Walgreens Discount Drugs; 24584 Lorain Road: (V6'ard 1) <br />Representatives: Mike Lewis and Shawn Jurisch, PE - Visconsi Companies <br />Ms. Wenger said the proposal encompasses five parcels which would be consolidated and all <br />existing structures would be demolished to accommodate a new drive-through pharmacy. The <br />development area is mainly zoned general retail business with a small portion of the site zoned <br />multiple residence. Both the new building and parking improvements are contained on <br />commercially zoned property. BZA granted variances for building setback on Columbia Road, <br />drive width and signage and the revised plans meet the sideyard setback which was denied a <br />variance. Commissioners requested an irrigation system, details regarding the placement of the <br />8' beige vinyl fence, the bio-retentions ornamental fence, the decorative bushes, installing all <br />evergreen trees 7' to 8' tall, continuing brick pavers along Columbia Road to the apron, moving <br />Columbia Road sidewalk closer to the street, providing a tree survey, landbanking parking near <br />Columbia Road, updating plans to accurately reflect the site plan, and adding a right turn arrow <br />to the apron onto Lorain Road. Although most changes were made there are still plan <br />discrepancies which need to be corrected. The detail plans of the bio retention basins decorative <br />fence and landscaping are needed and lot consolidation should be a condition of approval. <br />Mr. Collins said the engineering department continues to work with the applicant to satisfy the <br />City's requirements.
