E, , • <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES OF DECEMBER 8, 2010 <br />ROLL CALL <br />Mrs. Meredith called the meeting to order at 7:05 p.m. in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Melissa Meredith, Robert Parry, Jim Cotner, Greg Malone, Ralph Bohlmann <br />Absent: John Lasko, Don Rerko <br />Staff: Planning Director Kimberly Wenger, Assistant Law Director Bryan O'Malley, City <br />Engineer Petro DiFranco, Building Commissioner Dale Mitchell, Clerk of <br />Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mrs. Meredith moved, seconded by Mr. Malone, to approve the Planning and Design <br />Commission minutes of November 22, 2010, which was approved 4-0. <br />OLD BUSINESS <br />CMS10-25: Centurv Federal; 28251 Lorain Road <br />Representatives: Dave Cattani, CU Center West; Zack Hoty, property manager <br />Ms. Wenger said since the September 22nd meeting applicants improved traffic circulation by <br />keeping the ATM in its present location, both Lorain Road curb cuts remain two directional, <br />traffic around the building will be one-way, existing fencing will be replaced with composite <br />stockade fencing, curbing will be installed around the new parking axea and a dumpster <br />enclosure added at the southwest side of property with arborvitae. She recommended the <br />dumpster enclosure be placed to code, remove arborvitae around the dumpster, landscape <br />irrigation be installed and the new light pole base height meet code. The proposed location of <br />the parking expansion is zoned commercial use, the new parking is to accommodate employee <br />parking. There is no building expansion proposed, therefore significant traffic change is not <br />expected. Rather, circulation, access and maneuverability will be improved. Lot consolidation <br />should be a condition of approval. <br />Mr. Mitchell said a property maintenance inspection was conducted and there were a few items <br />which must be addressed. Each of the variances noted could and should be eliminated. Mr. <br />DiFranco said applicants intend to comply with stormwater management ordinances, will <br />manage on site stormwater on site and reduce the discharge from what it currently is today <br />improving existing conditions. Traffic impact studies are required by ODOT when office or <br />retail sites are 15,000 square feet of building or more. The current building is 11,000 square feet <br />therefore a traffic impact study is not warranted. <br />Mr. Hoty said they met with their tenants to address their needs, the needs of the city and nearby <br />residents. The tenants' main concerns were available parking spaces. The curb cut is to provide
