r- <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR JUNE 23, 2010 <br />ROLL CALL <br />Mr. Laslco called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Lasko, Greg Malone, Melissa Meredith, Don Rerko, Ralph Bohlinann <br />Absent: Jim Cotner, Robert Parry <br />Staff: Plamling Director Kimberly Wenger, Assistant Law Director Bryan O'Malley, City <br />Engineer Pete DiFranco, Building Commissioner Dale Mitchell, Clerlc of <br />Cominissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Lasko moved, seconded by Mrs. Meredith, to approve the Planning & Design <br />Commission minutes of June 9, 2010 which were approved 4-0. Mr. Bohlmann abstained. <br />NEW BUSINESS <br />CMS10-11 John Knox Presbvterian Church; 25200 Lorain Road: <br />Representative: David Maddux, Arcus Group Architects <br />Ms. Wenger said an addition will be constructed behind the existing building and will match the <br />existing building materials and design. Site improvements include expanding the parlcing area, <br />new lighting and landscaping. New plans submitted show light pole height, light base height and <br />illumination brought into compliance. The expansion requires the construction of a significant <br />number of additional parking spaces. The plan provides for more parlcing spaces, but not to the <br />level required by code. She supported landUanlced parlcing as it would be beneficial to the site <br />and surrounding properties to maintain green space. A conditional use permit is required and the <br />Coinmission should review the general ci-iteria and standards of Chapter 1118. <br />Mr. Mitchell said the occupancy is not clear which determines the required parlcing spaces. The <br />new plan loolcs to have eliminated the lighting issues but the side yard parlcing may require a <br />variance. The height of the canopy is lower than 13' 6" which code requires for safety vehicles. <br />Mr. DiFranco said storm water quantity is required and new parlcing and service areas are to be <br />defined by continuous concrete curbs. Draining points in the curbed islands are needed to <br />facilitate surface draining and a site survey is required. <br />Mr. Maddux showed a short video depicting the completed project. The hall will accommodate <br />weddings, youth group activities, fiinerals, and other gatherings. The new addition will be <br />accessible and will tie into the existing buildings including matching all building materials. The <br />classroom spaces are also being extended. Flat rooftops will be used to allow all mechanical <br />equipment to be placed on the roof. Mr. Rerlco aslced the location of the equipment and Mr. <br />Maddux said they would be tuclced behind the gabled roofs along the west elevation to ensure
