PLANNING & DESIGN COIYIMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MARCH 24, 2010 <br />ROLL CALL <br />Mrs. Meredith called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Melissa Meredith, Robert Parry, Greg Malone, Jim Cotner, Don Rerko, Ralph <br />Bohlmann ' <br />Absent: John Lasko <br />Staff: Planning Director Kimberly Wenger, Assistant Law Director Bryan O'Malley, City <br />Engineer Pietro DiFranco, Building Commissioner Dale Mitchell, Clerk of <br />Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mrs. Meredith moved, seconded by Mr. Malone, to approve the March 10, 2010 minutes, <br />which were approved 5-0. Mr. Rerko abstained. <br />NEW BUSINESS <br />CMS10-08: Retail Bank; 25775 Lorain Road <br />Representative: David BeYuens, Greenberg Farrow <br />Ms. Wenger said the existing building will be demolished for a new banlc and site improvements. <br />The building will be brick with prairie stone, storefront glass and an asphalt shingle roof. The <br />new Uank includes a drive through along the east side of the building. All new landscaping and <br />an inigation system are proposed. A detention basin is proposed to capture storm water at the <br />rear of the property and four maple trees will be planted outside the detention area to provide <br />interest and screening for the abutting multi family property. The existing fence is owned by the <br />condominiums and the banlc abuts green space. Ample parlcing is provided. The dumpster <br />enclosure is shown in the southwest corner of the parking lot which will match the brick building <br />material and have wooden gates. Two curb cuts are shown, the western is a two-lane full access <br />drive and the eastern is a right turn exit only drive to help traffic flow exiting the site. Brick <br />pavers are shown in the right-of-way and variances are required for lighting and signage. <br />Mr. Mitchell said light poles should be reduced to 20 feet in height to meet code. Variances are <br />for signage and consist of the number of ground signs, distances between ground signs and the <br />height of the wall sign. Three of the four ground signs are directional signs and the east <br />directional is located outside the property line which has to be moved. He asked if the sign was <br />warranted as it would require three additional variances. The signs along the rear of the drive <br />through are not addressed as they are not visible from the right of way. Mrs. Meredith <br />questioned the need for the sign on the drive through canopy and a brief discussion ensued as to <br />the type of sign it was and whether variances were required.
